This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Division Crane. The Government has a requirement for the Valve Regulated Lead Acid (VRLA) Automatic Battery Monitoring System (ABMS). The VRLA ABMS will be used on LOS ANGELES, OHIO, SEAWOLF and VIRIGNIA Class submarines. The ABMS is used to monitor battery cell and battery system parameters to ensure safe battery operations. The VRLA ABMS will interrogate battery sensor information for evaluation and transmission to various remote interfaces. A Firm-Fixed-Price contract for an initial quantity of 3 (each) ABMS?s with options to purchase an additional 19 systems will be awarded. Provisioned items (spare parts) and a small amount of support services will also be required. Delivery of the first system will be required in October of 2005. This procurement will be negotiated on a sole-source basis with L-3 Communications, Henschel, 9 Hoyt Dr., Newburyport, MA 01950, in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirem! ents. The solicitation is expected to be posted on or about 28 February 2005 on the NSWC Crane website; no hardcopies of the solicitation will be mailed.
