Description

The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to issue an Invitation for Bids (IFB) for the construction of a new poultry facility to be located at the Beltsville Agricultural Research Center (BARC)-East; Beltsville, Maryland. The Base Bid consists of a one-story 28,100 square-foot poultry production barn and a poultry production/hatchery. The facility will support research and include space for the breeding, hatching, and growing of turkeys and chickens. The facility will house necropsy laboratory, offices, storage areas, restrooms (with lockers and shower), break area, laundry room, etc. Blacktop is required for the courtyard and access. The Base Bid includes all work shown on the plans and/or described in the specifications, with the exception of 1) Installation of Snow Guards; 2) Provision of Inspector trailer for the job site; 3) Alternate Bid Item 1 - Construction of a Metal Roof; 4) Generator (Government-furnished item); and 5) Optional Item: Conduit and Junction Boxes for phone security. The completion time is 300 calendar days from Notice-to-Proceed. The Estimated Cost to Construct (ECC) for the project is in the range of Between $3,000,000 and $6,000,000. It is planned that the solicitation will be restricted to small business firms under the U.S. Small Business Administration’s (SBA) 8(a) Program. A Bid Bond and Miller Act Performance and Payment Bonds will be required. It is intended that the solicitation documents will be available for viewing and downloading on FedBizOpps (www.fedbizopps.gov) on or about February 25, 2005. The specifications and drawings will NOT be available on FEDBIZOPPS. Hard copies will be made available for purchase on or but February 25, 2005, for a NON-REFUNDABLE fee of $200.00. The written request and a check or money order MUST BE SENT TO: Jessica McDonagh, USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, Mailstop 5124, Beltsville, MD 20705-5124. The checks or money orders shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE REQUESTS FOR THESE DOCUMENTS WILL NOT BE ACCEPTED. A single pre-bid conference and site visit is scheduled for March 8, 2005, 10:00 a.m., at USDA, Building 200, BARC-East Conference Room, Beltsville, Maryland. Subcontractors are encouraged to attend the pre-bid conference for possible subcontracting opportunities. Bid Opening is scheduled for March 24, 2005, 2:00 pm EST, at the George Washington Carver Center, 5601 Sunnyside Avenue, Beltsville, MD 20705-5124, Conference Room 1260, Building 4. Due to the heightened security at Government buildings, bidders are encouraged to send their bids via overnight mail. If bids are sent via regular mail, please allow an additional five (5) days for receipt by the Government.
