Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A WRITTEN SOLICITATION WILL NOT BE USED. This requirement is being issued as a Request for Quote. The request for Quote number is M8700105SU00201. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 and DCN 2002/07/30. This is an unrestricted acquisition. The Defense Priorities and Allocation System (DPAS) rating for this order is DO-C9E. A quotation for this work shall be submitted via mail to the Regional Contracting Office, Attn: Sgt Olivia Duty, Bldg 22180, Camp Pendleton, CA 92055, or via fax to (760) 725 8445, or via email at, olivia.duty@usmc.mil. The NAICS code for this acquisition is 334210. The Regional Contracting Office Southwest! Camp Pendleton has a requirement for the 1500 Platform (Nighthawk) Telephone System which is manufactured by Vertical Networks Inc., 1148 East Arques Avenue, Sunnyvale Ca 94085 to be located at Recruiting Stations in: RSS National City, California; RSS East Los Angeles, California; RSS South Sacramento, California; RSS Provo, Utah and North Seattle Washington. The telephone System offered must be brand name or 100% compatible with Instant Office Telephone Systems, located at the Recruiting Station Headquarters 12th Marine Corps District in San Diego, California. The telephone System (Clins 0001-0005AH), for each location must consist of the following; (1ea) Instant Office 1500 (Nighthawk); (1 ea) 12 station DSM; (1ea) 8 Port Analog Universal Module; (5 ea) 12 Button Digital Phone w/Display; (1 ea) 6 user license for Message Package (voice mail); (1 ea) Support/ Maintenance plan 24 hours a day 7 days a week with 4 hour response time; (1 ea) Software Subscription; (1 ea) Ba! ttery Back-up and (1 ea) Installation labor. Quoters are required to submit Descriptive Literature along with their proposal. Award will be made to the responsible offeror providing the best value to the government considering the following factors: technical, service support, past performance, and price. The following FAR clauses/provisions apply; 52.203-3, Gratuities, 52.212-1, Instructions to Offerors- Commercial Items, 52.212-3, Offeror Representations and Certifications- Commercial Items, (Copies of 52.212-3 are available upon request from the Contracting Office or on the Internet at www.arnet.gov/far), 52.212-4 Contract Terms and Conditions- Commercial Items, 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders- Commercial Items (incorporating 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped Workers, 52.222-37 Employment Reports on Special Disabled Veterans an! d Veterans of the Vietnam Era. The following Defense Federal Acquisition Regulation Supplement (DFARS) clauses are applicable to this acquisition: 252.204-7004 Required Central Contractor Registration; 252.229-7000; 252-212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items Nov 2001); with the following additional DFAR clauses being cited as applicable to this acquisition; 252-225-7036 North American Free Trade Agreement Implementation Act (Applies to actions $25,000.00- $100,000.00) (MAR 1998). The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial service, provided such warranty is available at no addition cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-3, Offeror Representations and Certification- Commercial Items with their offer! . The offer should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be considered for award (NO EXCEPTIONS). Register at www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided with any changes/ amendments and be considered for future discussions and/ or award. Questions regarding the solicitation shall be submitted no later that February 18, 2005. Written, facsimile, or e-mailed quotes and the above required information must be received at this office on or before February 25, 2005 at 12:00 p.m. PST. All responsible sources in compliance with the above may submit a quote that will be considered. Offers may be submitted by facsimile transmission. Facsimile offers are subject to the same rules as paper offers. The! telephone number receiving facsimile is 760-725-8445/760-725-4346. The government reserves the right to make award solely on facsimile offerors. The complete original offer shall be submitted if requested by the contracting officer. Offerors bear the burden of ensuring that offers (and any authorized modifications) reach the designated office on time and should confirmed by telephone that any facsimile was received. Any facsimile transmission must clearly state the solicitation number of the contracting officer on the first page to ensure proper receipt.
