Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-(b) with Calibrant Biosystems of Rockville, MD, to acquire a commercial grade complex polymer micro fluidic device design and fabrication from multiplexed DNA and protein separations.Sole source determination is based on the Government’s need to develop a commercial test system that can be used by crime labs for criminal investigations and a DNA database. Calibrant Biosystems has manufactured commercial-grade polymer-based microfluidic devices and hold several key device patents (US10/15,385,US10/135,386) on complex polymer mirofluidic device design and fabrication for multiplexed DNA and protein separations; which are key factors in the successful development of the desired commercial-grade device technology. The period of performance will be 5 months.No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by February 21, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
