Description
SOURCES SOUGHT: OPEN-ENDED MULTI-DISCIPLINARY ARCHITECT / ENGINEERING SERVICES, SOLICITATION RFP 247-0178-05, POC Sylvia D. Henry, 706-731-7175, Department of Veterans Affairs Medical Center, Augusta, Georgia, is seeking Architect/Engineering (A/E) firms capable of providing professional architectural and engineering services for open-ended single and/or multi-discipline projects. Disciplines consist of mechanical, electrical, architectural, structural and civil. Delivery or performance shall be made only as authorized by issuance of separate task orders. Interested firms must have working offices within a 100-mile radius of Augusta, Georgia. Firms must demonstrate experience in hospital design associated with construction and renovation. Firms must have a registered Engineer on staff. If is preferred that the firm also have a registered Civil Engineer, Electrical Engineer, and Mechanical Engineer on staff OR have an established working relationship with a firm or firms that provides such engineering services and has the registered engineers (civil, electrical and mechanical) on staff. Firm must be able to provide drawings in AutoCAD 2000 format and specifications in Word 2000 format. Firm selected will prepare construction documents (specifications and drawings) for construction/renovation projects meeting open-ended criteria, and provide construction period services during project execution or provide professional engineering expertise when requested. The following evaluation criteria will be used during the A/E selection process: (1) Specialized experience of the firm to perform the work required; (2) Experience and demonstrated ability to provide professional consulting and design services relevant to hospitals and health care organizations; Familiarity with applicable codes and ability to incorporate in design documents the requirements of JCAHO, OSHA, NFPA, IBC and other such regulatory organizations. This would include, but not limited to, such safety related requirements as the implementation of ILSMs and ICRAs; (3) Capacity of the firm to perform the work within required time frames and budget; (4) Past performance, especially in a hospital environment. Including but not limited to design development, construction cost estimating, code review and implementation, etc.; (5) Specific experience and qualifications of the proposed personnel assigned to the Project Design and Management Teams; (6) Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design; (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperation; (8) Record of significant claims against the firm because of improper or incomplete architectural and engineering services; (9) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project work is located. The NAICS Codes are 541310 and 541330 with a size standard of $4 million. One or more contracts may be awarded as a result of this solicitation. This solicitation is issued under the provisions of the Small Business Competitiveness Demonstration Program (PL 100-656). It is 100% set-aside for HUBZone (Historically Underutilized Business Zones) firms. For the purpose of HUBZone validation, any firm is invited to visit the SBA website at http://sba.gov/hubzone to determine eligibility. In addition, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov.
