Description
This is a Request for Information (RFI) Market Research Notice seeking technical expertise to analyze new programs, products, initiatives and emerging technologies. Services will include support for Information Technology (IT) systems, logistics, and other mission aspects of the U.S. Army Communications Security Logistics Activity (CSLA), both in the CONUS and OCONUS. This synopsis defines the requirements for Information Assurance (IA) support to the US Army Communications Security Logistics Activity Future Team in the form of Information Assurance engineering and technical services to support the identification and development of new missions in Communications Security (COMSEC), Information Systems Security (INFOSEC), and other secure IT program area s for implementation and subsequent management. The nature of the work requires Top Secret security clearance. Work may be performed in government-provided facilities at Fort Huachuca in Sierra Vista, Arizona, Contractor-provided facilities and/or in a Temporary Duty (TDY) status. Support requirements include: 1. Expert INFOSEC and IA support for: analyzing new programs, products, initiatives and emerging technologies to determine how and if new programs and technologies should be integrated into the Army's evolving INFOSEC, COMSEC and IA missions. This requires a knowledge and analysis of IT, IA, COMSEC, Electronic Key Management Infrastructure (KMI), and its use of Biometrics to include applications, operating systems, Internet/Intranet security, physical security, network architecture and security awareness, r isk and vulnerability assessment, critical infrastructure security, disaster recovery and continuity. This also requires knowledge of COMSEC/CCI, Type 2 and 3 commercial-off-the-shelf (COTS) cryptographic products, IA non-cryptographic products and other e merging security products. Tasks may include: A. Analysis of all proposed new and emerging IA, COMSEC, KMI, and use of Biometrics systems to include application of principles and methods to solutions in relation to CSLAs mission; B. Definition of potential problems and impacts with recommended resolution, relative to technical and operational requirements referenced above for each proposed initiative; C. Documentation of organizational information through technical support and analysis; D. Support for development of Future Mission Programs through preparation of written instructions, detailing development and implementation of policy and procedures for existing and proposed initiatives related to above programs and systems; E. Identification of possible replacements or modifications of legacy IA systems, utilizing existing COMSEC, IA, and IT specialized training; F. Coordination with appropriate private industry and within DOD, HQDA, AMC, CECOM, LRC and CSLA Headquarters, which interface with new and evolving programs; G. Development and presentation of spreadsheets, fact papers, recommendations and update documentation. H. Preparation and delivery of presentations and briefings at a General Officer level. The anticipated period of performance is 5 years, which includes a one-year base period and four, twelve (12)-month option periods. A 30-day Phase-in after award will be required. The government intends to award a single, Indefinite Delivery / Indefinite Quantity (IDIQ), Firm Fixed Price Contract with Firm Fixed Price Task Orders. This is a Performance-based RFP, and Contractors will be measured monthly for performance in accordance with the Quality Assurance Surveillance Plan (QASP) that is forthcoming. The results of this market research will also assist in determining small business availabilit y in accordance with instructions below. The CECOM Acquisition Center, Southwest Operations Office intends on releasing a Draft Performance Work Statement (PWS) and associated QASP on or about 15 March 2005. These documents will be located on the IBOP under the Solicitat ion W9128Z-05-R-0005. Industry comments regarding the DPWS, QASP, the acquisition strategy, and any other pertinent issues regarding this acquisition are encouraged.
