- This combined synopsis/solicitation is for Leasing a Conference Facility and Audiovisual Equipment for approximately 400 people to support a monthly Family Update Meeting being held on April 30, 2005. The Conference will be held in a 20 mile radius of Raleigh, North Carolina. The Defense Prisoner of War/Missing Personnel Office (DPMO) conducts Family Update meetings each month in a different city for those families whose loved one is an unaccounted-for service member from WWll, Korean, and Vietnam Wars. The purpose of the meeting is to update the families on government worldwide efforts to investigate and recover the remains of their loved ones. DPMO briefings follow a basic agenda consisting of government presentations, a general question and answer period, and one-on-one sessions with constituents, as necessary. DPMO will structure the meeting to best address the audience and to include separate and concurrent briefings focused on different constituency interests as necessary. DPMO conducts research in the attempt to locate a suitable conference facility, lodging, and audio visual equipment to communicate with POW/MP families and family organizations as a result this effort raises the awareness level of the United States Government's accounting efforts. SPECIFICA NON REQUIREMENTS: Due to the solemn nature of the conference subject matter, both the meeting rooms and the meeting room foyer require a private, noise-sensitive atmosphere. Adjacent spaces shall have no loud disruptive noise such as singing, piano music, parties, weddings, etc. Access to the meeting room foyer should be restricted and roped stanchions used to divert hotel guests if available. The hotel shall not be under renovation at the contracted meeting space or hotel restaurant during The scheduled meeting dates. On Saturday, April 30, 2005 (Family Update Breakout Room) 8:00 am - 6:00 pm Room to seat 100 people, crescent rounds of 8 I-tripod easel, 1-8' tripod screen, I-draped projection stand, I-power strip and 25' VGA extension cable, I-podium and microphone, I-anchor sound system, water glass, pen and paper at each setting. Saturday, April 30, 2005 (Registration) 6:30am - 5:00pm Ballroom Foyer 2 - banquet tables, 4 chairs, for registration, 1- banquet table for handouts, 1 wastebasket. Saturday, April 30, 2005 (Family Update) 8:00am - 6:00pm Ballroom to seat 270 people, crescent rounds of 8 11- tripod easels, 1-12' screen, 1- draped projection stand, 1power strip and extension cable, I-wireless lavaliere microphone, 2-wireless handheld microphones, I-podium and microphone, I-microphone mixer with 4 outputs, I-phone jack for access to internet, I-house sound system, 2-registration tables, 4 chairs & wastebasket outside of room, 1- American Flag on stand, I-flagpole (DPMO will bring and place POW/MIA flag) water, pen, paper at each setting, 1- box tissues at each table, DPMO brings audio-visual support staff to operate equipment - hotel technician used on emergency basis only. April 28, 29, 30 (Thursday, Friday and Saturday), Complimentary parking or reduced rate. Capability of serving lunch or buffet lunch to approximately 270 guests at hotel restaurant on Saturday. Lunch-break is from 12:00 noon until 1 :30 pm (guests will pay individually). Sleeping rooms at government per diem rate: 5 Thursday, 35 Friday and 35 Saturday. 4 small round tables or chairs to seat 20, to be set up in foyer for early arrivals. Menu from which to choose continental breakfast items on Saturday, Capability to serve continental breakfast in ballroom foyer. Breakfast will be paid for by check after the event - cost should not be included in the proposal. The requirement shall be FFP. This will be a purchase order for a service leasing of one vehicle. The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors-Commercial items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. FAR 52.212-2, Evaluation Commercial Items. A ward shall be based on the best value to the Government, considering price and other non-price factors (ability to meet solicitation requirements).
