- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. The SIC is 4522. The NAICS code is 532411. This is a small business set-aside. This solicitation serves as the Request for Quotation for Thirty (30) hours of Flight Service Support using a CASA 212 airplane at Butts Army Airfield, Fort Carson CO between 7 and 18 March. Vendor must provide all direct labor, personnel, aircraft, equipment, tools, materials, maintenance supervision and other items and services (not specifically identified he rein to be Government-furnished), necessary to perform Air Support Service for Government directed parachute operations in accordance with DOD Directive 4500.53, dated 31 Jan 2003, Under Secretary of Defense Memorandum, Requirements for Airdrop Operations, 31 Jan 2003, Army Regulation AR-95-1. Fort Bragg Aviation Standard Operating Procedures (SOP), Code of Federal Aviation Regulations (CFAR) Part 91, 105, and 119 as applicable, (CFAR) part 135/AMC/SOA at Butts Army Airfield, Fort Carson, CO as designated b y the Government. The Contractor shall provide all personnel, services, supplies, supervision, tools, equipment and all other necessary items to provide Airborne Training Support for the ABNSOTD. The Contractor shall be required to conduct Military Static Line and Free-Fall flight operations from Fort Carson, Colorado, or as requested by the Directorate's COR. The Contractor shall be responsible for safeguarding all his property. The Contractor shall have installed in each Aircraft used in support of Stat ic line operations a complete safety device that is FAA approved system to retrieve towed Parachutists. The user (ABNSOTD) will in no way supply or modify said item and is not responsible for its installation to the Aircraft or its operation. The Contract or shall ensure that he has an authorization letter requesting landing or over flight of non-Government aircraft at Butts Army Airfield, Fort Carson, CO prior to any attempt to land on Government property. The Contractor shall provide a copy of the insurance coverage, approved landing letters, and pilot certifications/licenses proving that the insurance coverage, landing letters, and pilot documents are current to the COR or designated representative within ten (10) days after contract award. The Contractor shall provide a Contract Manager name and telephone number within ten (10) days of award. The contractor shall be flexible with regard to aircraft operations and workload scheduling, mission/flight prepa rations and the actual execution of the performance and performance quality of the service. The unique mission/flight and strict aviation safety requirements required for contract performance shall necessitate to the contractor to provide fixed wing aircr aft with side door or ramp capability. The Government shall make every attempt to provide the contractor with seven (7) working days notice of scheduled mission/flight iteration to perform under the contract, but reserves the right to make notice of sched uled mission/flight iteration with less notice. In the event the Government schedules mission/flight iteration and subsequently cancels the same. For example, in the advent of unforeseeable inclement weather condition change, the contractor at no addition al cost to the Government shall effect cancellation. One exception to the aforementioned policy shall be enforced. Government notification of cancelled a mission/flight iteration relayed to the contractor after the contractor's aircraft have taken-off fro m the contractor's principle base of aviation operations shall incur a late cancellation fee. This fee shall not exceed the cost of Air Support Operations for two (2) hours of service. The contractor shall e nsure pilots have current and valid professional qualification and certifications to satisfy all requisite Federal Aviation Administration Regulations. These qualifications shall be maintained for the term of the contract and shall be made available for i nspection upon request. Mission/flight iterations are conducted in support of the Air Support Service operations, and administration here to, of Military Free Fall HALO Jumps, Airborne Parachute Operations, Customer Test Missions and the like at the variou s drop zones on Fort Carson, CO and other sites as designated by the Government. The actual dates, times and mission/flight parameters for Air Support Service operations shall require close-on coordinated between the contractor's Project Manager and the C OR, or other authorized Government representative, as required. The contractor is reminded, in no case, shall work be perform that is outside the scope of the contract, or that exceeds the total amount of hours per the Schedule of Supplies/Services on the contract, without prior written authorization from the Contracting Officer. The contractor's pilot(s) shall ensure pre and post mission/flight briefings are conducted as required by ABNSOTD operations and Field Manual 57-220. For Air Support Services in volving passenger operations, a briefing shall be conducted in accordance with Federal Aviation Regulation 135.117. Air Operations Practical Test Exercises (AOPTE) AOPTE operations could consist of Para-drops of equipment bundles and personnel (both day a nd night), The Contractor shall ensure that the aircraft have the capability to talk with the ground party running the operation via approved VHF and/or UHF frequencies. The aircraft shall be configured to allow a military static line airborne exit of the aircraft whether through a side door or ramp with linear anchor line cable that runs the length of the aircraft so as to support 20 combat equipped jumpers. The estimated time to complete an operation will be determined at all pre-briefs of each requeste d mission/flight. The contractor shall provide aviation assets with regard to Air Support Services performed under the contract in accordance with Federal Aviation Regulation (FAR) PART 135 (et.al), as applicable, to wit: (Operations are subject to on-sit e and/or ramp inspections). a. Operations under FAR Part 91 shall be for aviation support provided for parachute operations only. No transportation of DOD personnel or cargo in excess of a 25 nautical mile radius of the airport/field of takeoff shall be p rovided by aviation contractors/vendors under Part 91. Any operations other than that stated in this paragraph shall also require operations under FAR Part121 or 135 in accordance with Department of Defense (DOD) 4500.53 and will comply with sub paragraph b. thru d, below. b. Operations under FAR 121 or 135 shall be in accordance with the contract, Federal Aviation Administration (FAA) issued operation specifications and appropriate FAR Part(s) for contracted certificate requirements, utilizing aircraft l isted on the contractor/vendor operation specifications as issued to the contracted certificate holder by the FAA Administrator or designated representative, c. Operations under FAR Part 121 or 135 shall be in accordance with the appropriate FAR Part 121 o r 135 requirements for use of safety belts and child restraint systems, deviations from this or any other requirement must be requested through ABNSOTD ( Director) USAOTC (Commanding General) for approval prior to submission to the FAA Administrator in ac cordance with FAR Part 119.55. d. Airport/field lighting requirements for aircraft carrying passengers at night may not take off from, or land on, an airport/field unless lighting requirements meet the most stringent requirements of the following: FAR, D OD regulations/directive, Department of the Army, ABNSOTD policies, precedence, or standard operating procedures for aviation operations. The contractor shall be responsible for verification of the above established contract requirement. e. Government operations utilizing Public/Commercial Aircraft, as defined in the FAR shall specifically be approved by ABNSOTD (Director). If the requested operation utilizing a Public Aircraft is approved, contractors/vendors utilizing said Public Aircraft will comply with all FAR, Department of the Army policies and ABNSOTD standard operating procedures. f. Operations under FAR PART 91,121, or 135 require approval from ABNSOT D Director of testing developed utilizing special equipment or systems not otherwise provided oversight or enforcement by the FAA (i.e. Night Vision Devises/Goggles, Forward Looking Infra-Red). The Test programs developed must meet the U.S. Army and ABNSO TD requirements for qualification, currency and continuation/sustainment Training/Testing. Equipment utilized will be maintained and inspected IAW manufacturers established procedures; if none exist, these procedures will be established by the contractor/ vendor and approved by ABNSOTD Test Division Chief. Contractor must meet all local and state FAA insurance regulations, if applicable. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest nor shall the Contractor employ any person who is an employee of the Department of the Army, either military or civilian, unless such person seeks and receives approval in accordance with DODD 5500.7-R. In addit ion, the Contractor shall not employ any person who is an employee of the Department of the Army if such employment would be contrary to the policies contained in DODD 5500.7-R. The Contractor shall not subcontract performance of flying services. The con tractor shall position the aircraft to respond in a timely manner. The COR or designated representative (Test Officer) shall inspect the actual aircraft and any equipment therein and any record thereof and upon detection of any defects in the aircraft/equi pment pursuant to FAA/FCC standard/regulations, shall request the Contractor to commence immediate action to repair/replace the defective aircraft/equipment at no cost to the Government. The Contractor shall, within its capability and as required by the G overnment, provide aircraft configured to have a minimum of fourteen (14) seats installed. The aircraft must be able to sustain altitudes of 12,500-15,000 feet above ground level (AGL) flight with crew cabin oxygen equipped. Aircraft must be able to comp lete three (3) High Altitude (12,500-15,000 AGL) lifts before having to refuel. Aircraft must be able to accommodate a minimum of fourteen (14) persons with an average weight of 225 pounds per person. An aircraft passenger (e.g., military parachutist, or other Government designee, in training, testing, or qualification jump status, rigged with a main parachute, reserve parachute, at times a weapon, ALICE-pack (Back-pack) to parachute from the aircraft. The planning weight for a combat equipped jumper is as follows: Weight of average jumper is 200lbs, weight of parachute with reserve chute is 40 lbs, and the weight of ALICE pack and weapon is 80lbs. The total average weight per Combat Equipped Jumper is 320lbs. The Government reserves the right to award to other than the lowest price if determined to be in the best interest of the Government. Payment shall be based on occupancy only. Offerors need to include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-C ommercial Items with their offer (registered in CCR, DUNS Number, Cage Code, and Tax ID Number). The clause at 52.212-4, Contract Terms and Conditions- Commercial Items (May1999) is incorporated by reference. The clause at 52.212-5, Contract Terms and Con ditions required to implement Statues of Executive Orders-Commercial Items, applies to this acquisition.
