Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as supplemented wi th additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedure s (SAP) as a Brand Name or Equal per the Federal Acquisition Regulation (FAR) 52.211-6. IT IS STRONGLY ADVISED THAT YOU REVIEW FAR CLAUSE 52.211-6 BRAND NAME OR EQUAL (AUG 1999) FOR INFORMATION REGARDING WHAT MUST BE INCLUDED WITH YOUR QUOTE IF YOU ARE SU BMITTING AN EQUAL TO OFFER. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-26 dated 19 January 2005 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, current to DCN 20050 207. It is anticipated that payment will be made by Government Visa Credit Card. This acquisition is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) is 335311 with a size standard of 750 employees. All prospective offerors must be actively registered in the Central Contractor Registration. Off erors may register online at http://www.bpn.gov/CCR/scripts/index.html . The proposal shall consist of one Contract Line Item Number (CLIN) 0001, Quantity two (2), Unit of Issue: Lot, Description: DC Power Supply System #YPGPCP400XLT consisting of the following equipment: Eltek (PCP) TWPCE-48S  48 Vdc power plant equipped with (8) 50 amp recifiers, Eltek (PCP) SSD3.IP system status and control panel, Eltek (PCP)  Distribution (22) 50 amp, (2) 5 amp circuit breakers & install kits, ExelTech  10kVa Inverter shelf and 10 plug in 1kva modules, Material  cable, lugs, hardware, shipping, Provide labor and material for installation of power system for the Range Digital Transmission System at United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona; CLIN 0002, Quantity of one (1), Unit of Issue: Lot, Description: DC Power Supply System #YPG2-100A21PCP400XLT consisting of the following equipment: Battery  (2) GNB Model 100A21, 1000 ampere hour per string at the 8 hr. rate, Eltek (PCP) TWPCE-48S  48 Vdc power plant equipped with (8) 50 amp recifiers, Eltek (PCP) SSD3.IP system status and control panel, Eltek (PCP)  Distribution (22) 50 amp, (2) 5 amp circuit breakers & install kits, ExelTech  5kVa Inverter shelf and 5 plug in 1kva modules, Material  cable, lugs, hardware, shipping Provide labor and material for installation of power system for the Range Digital Transmission System at USAYPG; The above Power Supply Systems are the same systems as are currently in use at USAYPG and will be integrated with those systems and must be completely compatible with those systems in form, fit, and function. If you provide a quotation for other than the Brand Name specified for the equipment you must provide the technical information about the product you propose so that a technical determination can be made in the review process. FAILURE TO PROVIDE THE EVIDE NCE OF ANY EQUIVALENT PRODUCT WILL DEEM YOUR PROPOSAL AS NON-RESPONSIVE. All proposals shall be clearly marked with RFP number W9124R-05-R-0009 and emailed to Laura.StJohn@yuma.army.mil or sent by facsimile to 928-328-6849 no later than 3:00 PM MST, 28 Feb ruary 2005. Specifications for the listed equipment will not be offered by this office. It is the offerors responsibility to do this research. The Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Government based on technical acceptability, price, and past performance. Offers that fail to furnish required repr esentations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. The Representations and Certifications are also available on the USAYPG contracting web site located at http://www.yuma.army.mil/contracting/rfq.html . FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items (Jan 2005) and DFARS 252.212-7000 Offerors Representations and Certifications - Commercial Items (Nov 1995) apply to this acquisition. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items (Oct 2003) applies to this acquisition, specifically addendum 52.247-34 FOB Destination (Nov 1991). FAR 52.212-2 Evaluation Commercial Items (Jan 1999), Paragraph A of this provision is completed as follows: The Government will make award to the responsible, responsive contractor whose proposal conforms to the specifications, and demonstrates a reasonabl e past performance history risk that offers the lowest price. The technical literature/information provide by your company will be reviewed for a basic pass/fail rating as determined by comparison with the specifications. Proposals determined to pass th e technical evaluation will then be evaluated for past performance and pricing. If your proposal does not pass the technical review, you will no longer be considered for award. FAR 52.236-12 Cleaning Up (Apr 1984) and 52.211-6 Brand Name or Equal (Aug 1999), apply to this acquisition.
