Description
Question(s): This Modification is to answer question(s) only, WITH NO EXTENSION OF THE CLOSING DATE. QUESTION: Is there an incumbent for this effort? ANSWER: No. QUESTIONS: Will training take plAce exclusviely at Fort Bragg or will it occur at other CONUS posts hosting USASOC units (Forts Campbell, Benning, Lewis..etc)? ANSWER: No, we are trying to contract for a set number of student slots, we will travel to the contractors location. CONUS, to receive the training at no cost to the contractor. QUESTION: Will there be OCONUS training events? Including Irag or Afganistan? ANSWER: No. QUESTION: if off-Bragg training, can you estimate the number and location of those events so we can provide a travel cost quote in the proposal. ANSWER: There will be no cost to the contractor for student movenment, perdiem and lodging will be paid by the Government. The contractor will have to provide instructors, vehicles, and equipment at the site where the training will take place. The contractor/instructor has to select the site, in accordance with the training objective outlined in the Statement of Requirements (SOR). QUESTION: Will this be a Time and Materials or Firm Fixed Price Contract or other variation? The requried flexiability in time and subject matter mentioned in the solicitaion implies Time and Materials. ANSWER: It is a Firm Fixed Price requirement, with the contract supplying everything except the travel and per diem for the students as stated herein. QUESTION: Will the Contractor provide the training facilities? ANSWER: Yes. QUESTION: Classrooms? ANSWER: Yes. QUESITON: Maintenance Bays? ANSWSER: Yes. QUESTIONS: Will the contractor proivde the on/off road drining trainng facility or will Fort Bragg (or other military reservations) be available for on/off road driving training. ANSWER: The contractor swill providce the all the facilities/equipment needed to conduct the training. QUESTION: Is there a particular GSA or other contract vehicle/method to be used or preferred? ANSWER: No, that is why it was announced on FEDBIZOPPS. QUESTION: In the absence of a GSA contract vehicle(with formatted Cost Proposal templates) is there a preferred cost proposal format. No, BUT, it must be Firm Fixed Priced. QUESTION: Is there a recommended or required limit to proposal length? ANSWER: No, just be clear and concise in your presentation. QUESTION: The solicitaiton states “contractor will provide…vehicles, equipment……unless stated otherwise…”. Will the contractor provide the HMMWV(s) and the required maintenance spares, oil, transmission fluid, coolant ..etc. that may be needed to accomplish training? ANSWER: To all questions within, Yes the contractor is to provide exactly what is stated in the Statement or Requirements. QUESTION: May I call you with any additional questions? ANSWER: No all questions must be in writing. QUESTION? Are the HMMVW bvehjicles provided by the Government? ANSWER: No. QUESTION: We are assuming one (1) instructor for classroom instruction and a ratio of 1:4 for shop/road. Is this correct? ANSWER: Yes, for mechanical and shop room instruction. But for safety and because the vehicles will only safely hold four (4) personnel total ( one(1) instructor and three (3) students) the ratio for driving off road instruction will be 1:3 (One instructor to three students). QUESTION: Will a driving course on Fort Bragg be available for contractor use in the performance of this soliciation? No Only if the contractor organizes it or sets a course up. The Government will not coordiante or organize any aspcect of this training, except insuring students are present for daily training. QUESTIONS: Will a classroom be provided on Fort Bragg for the contractor to use in the performance of this solictation? No. The Government is not providing any facilities/equipment for this requirement. QUESTION: Will a Government maintenacne facility be provided to work on/modify vehicle maintenance posture in support of this course? ANSWER: No. QUESTION: Are contractor personnel required to have a security clearance? At what level? ANSWER: No. QUESTION: What is the defference between “factory authorized PMCS” and Technical Manual authorized PMCS -10)? ANSWER: No difference, other than the factory with the Army structures baseline requirements for PMCSs. However , we do not need training on –10 Technical Manual PMCS, the Government is interested in the factory directed specifications on the conduct of survivablilty repairs. QUESTION: QUESITON: Solicitation states “Quotes shll include….” Under this area are items 1,2, 4 and 5. Is there a number 3? ANSWER: No, typographical error. QUESTION: Are there a minimum number of past performance contracts to be included? ANSWER: No, but more history gives better indication of past performance. QUESTION: Does the unit anticipate classes being taught simultaneously? ANSWER: Yes, the contractor should be prepared to both indivdual classes or simultaneous classes. We are Un unable to predict level of participation in August 2005 and beyond at this point. QUESTION: Is there a phase in period that allows the contractor to develop a Course Management Plan in accordance with TRADOC Reg 350-670? There is No Phase In Period, course management is the responsbility of the contractor. Contractor should be prepared to execute training in August 2005. This is not a renewable contract, so changes to requirements will be solictated seperately in the future. QUESTION: Is it anticipated that the classses will be administrated back-to-back to train all 60 students? ANSWER: No the contract is for 12 months from the approximate start 1 August 2005 for a total of sixty (60) students. QUESTION: If the contractor elects to perform this training off Fort Bragg, will the Government transport the students to and from the training site? ANSWER: Yes. QUESTION: Are there any minimum qualification requirements for the trainers? ANMSWER: Yes, GM factory training certification is required to insure survival repairs being made do not void warranties and minimize further damage to vehicle. QUESITON: Is there an incumbent?
