- National Cancer Institute (NCI), Urologic Oncology Branch (UOB), plans to procure on a sole source basis a daVinci surgical robotic system from Intuitive Surgical, Inc., 950 Kifer Road, Sunnyvale, CA 94086. The supplies and services herein are commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items as authorized in FAR Part 13. The North American Industry Classification Code is 339112 and the business size standard is 500 employees. The mission of the Urologic Oncology Branch (UOB) is to develop a clinical and laboratory research program in urologic oncology for the purpose of developing better methods for diagnosis, prevention and treatment of urologic malignancies and also to provide basic and clinical research training for the development of urological surgical physician scientists. The UOB have been leaders in pioneering minimally invasive surgery for the treatment of urologic malignancies involving the kidney and adrenal gland. The daVinci surgical robotic system is required in order to perform minimally invasive surgeries due to cancers. Surgeons can perform operations with no direct mechanical connections between the surgeon and patient. In addition, this sensitive instrument allows for greater precision and visualization while using smaller incisions, again, making surgery less invasive for our patients. The daVinci surgical robotic system by Intuitive Surgical consist of a surgeon console, patient-side cart, instruments and image processing equipment. It is FDA approved for robotic assisted minimally invasive radical prostatectomy for the surgical resection of prostate cancer. The surgeon operates while seated at a console viewing a three (3)-dimension image of the surgical field with ten (10) times magnification of the human eye. Laparoscopic surgery provides vision in only two (2)-dimension and only four (4) to five (5) times magnification. The surgeon?s fingers grasp the master controls below the display at the console. The unique robotic system translates the surgeon?s hand, wrist and finger movements into precise, real-time movements of the surgical instruments inside the patient. The four (4) robotic arms (three instrument arms and one endoscope arm) execute the surgeon?s commands. A full range of instruments are provided to support the surgeon while operating, just as in open surgery. The instruments are designed with seven degrees of motion that mimic the dexterity of the human hand and wrist. This unique ?endowrist? that the daVinci robotic system provides the surgeons allows for the execution of complex movements, such as suturing, in a minimally invasive procedure. In addition, the robotic instrument allows the surgeons scale of motion to be reduced anywhere from 2:1 up to 5:1. This also allows a surgeon?s hand tremor to be eliminated when operating. Pure laparoscopic instruments lack these extra degrees of rotational freedom, only having four (4) degrees of motion. The daVinci robotic surgical system by Intuitive Surgical Inc, is the only FDA approved robotic surgical instrument known to the NCI surgeons that is FDA approve and can provide the aforementioned essential elements for the NCI surgeons. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, February 28, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
