Description

INDEFINITE QUANTITY CONTRACT FOR ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR VARIOUS ELECTRICAL ENGINEERING PROJECTS AT THE SOUTHERN ARIZONA VETERANS AFFAIRS HEALTH CARE SYSTEM, TUCSON, ARIZONA POC A.J. Davis (520) 629-4611 DESCRIPTION: Firm fixed-price Architect-Engineering (A-E) services are required for the preparation of construction documents including plans, specifications, cost estimates, studies, record drawings and review of shop drawings and submittals. The contract will be of the Firm Fixed Price / Indefinite Quantity type, one (1) or more awards maybe made. This contract will be a single discipline ELECTRICAL ENGINEERING SERVICES contract. The duration of the contract will be for one (1) base year plus four (4) options years from the date of the initial contract award. The total amount that may be paid under this contract (including the option years) will not exceed $750,000. Individual task orders shall not exceed $100,000. The minimum guarantee for the entire contract if awarded to a small business shall be $50,000, if awarded to a emerging small business the minimum guarantee for the entire contract shall be $2,500. The options may be exercised within the time-frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of A-E performance under the subject contract. The estimated start date is May 2005. The NAICS Code is 541310 and the small business size standard classification is $4,000,000. Consideration is limited to firms located within 125-mile radius of SAVAHCS, Tucson, AZ. See Numbered Note 1 & 24. The following evaluation criteria shall be addressed within the SF 330, Part I, Section H, entitled ?Additional Information?: (1) Professional qualifications of staff assigned to this project including consultants; (2) Specialized experience and technical competence in health care facilities design. Prior experience should include, at a minimum, completion of similar projects, including emergency power installation and code compliance issues where applicable; (3) Capability and commitment of firm to accomplish the design work within the required timeframe; (4) Past performance on recent contracts with Government agencies (emphasis on VA work) and private industry in terms of cost-effective design, estimating, quality of construction documents, compliance with design schedules, change orders and claims. (5) Explain specific internal quality control measures. Firm will be evaluated on the acceptability of their internal quality control program used to assure technical accuracy and discipline coordination of plans and specifications; (6) Geographic proximity to project site and knowledge of locality of the project; (7) Capability of and commitment to provision of accurate professional services during the construction period, including timely replies to RFIs, review of submittals & shop drawings, periodic construction inspections and ability to produce construction documents using AutoCAD release 2005 software.
