- THIS IS A REQUEST FOR INFORMATION ONLY, TO DETERMINE INDUSTRY INTEREST AND CAPABILITY. The USAF Academy is conducting Preliminary Planning Market Research (PPMR) utilizing OMB Circular A-76 Supplemental Handbook, Air Force Commercial Activities A-76 Program Preliminary Planning Guidebook, and the Federal Acquisition Regulation and its Supplements. The purpose of this PPMR is to determine if government operated functions within Logistics are commercially performed, and available. Contractors are asked to submit capability statements expressing their interest. Capability statements should include past performance information similar in scope to this initiative. Provide a point of contact, phone numbers, the business size, and any other pertinent corporate information. The capability statements will be used as part of the market research to determine if this acquisition should be set-aside for small businesses or proceed in an unrestricted manner. A letter stating your interest or requesting a copy of any future solicitation is not sufficient to determine contractor capability. Proposals are NOT being requested, and will NOT be accepted at this time. The current functions include such services as Transportation, Cadet Supply and Precision Measurement Equipment Laboratory (PMEL). Transportation services will encompass performing vehicle maintenance, vehicle operations and passenger services. Vehicle Maintenance encompasses scheduled and unscheduled maintenance to include maintenance control and analysis. Vehicle Operations comprises performing scheduled/unscheduled services to include vehicle and driver dispatch, as well as fleet management. Passenger Services include passenger movement, as well as administrative management. The Cadet Supply services encompass issuing uniforms, equipment, and supplies to USAF Academy cadets. Acquisition support of the Cadet Supply services includes identifying requirements and ordering uniforms, supplies and equipment. In addition, warehousing and storage services are provided, as well as the issuing and processing of uniforms, equipment and supplies. PMEL services will encompass actions necessary to manage, test, calibrate, repair, modify, store, safeguard, transport and perform maintenance on all assigned equipment and test equipment. Services shall be provided in accordance with all USAF and Academy procedures/regulations and are subject to the Service Contract Act. GOVERNMENT PERSONNEL ARE CURRENTLY PERFORMING THIS WORK.
