- The Bureau of Reclamation, Grand Coulee Power Office, Grand Coulee Washington has a requirement for 13,000 gallons of Type 1 Mobil DTE Heavy Medium lubricating oil. This procurement is unrestricted. The NAICS is 324191, size standard is 500 employees. Delivery address is Bureau of Relcamation, Grand Coulee, Washington 99133. This is a combinded synopsis/solicitation for commercial items prepared in accordance with the format in FAR SubPart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The Request For Quotation (RFQ) is being issued as 05SQ170636, and quotes (including product specification literature and completed clause 52.212-03, Offeror Representations and Certifications-Commercial Items) are due February 25, 2005. The RFQ incorporates revisions and clauses in effect through FAC 2001-27. The Government anticipates a Sole Source award by February 28, 2005 for Mobil DTE Heavy Medium lubricating oil, Mobil Pro. The following applicable provisions and contract clauses are incorporated by reference: FAR 52.212-1 dated January 2005 Instructions to Offerors-Commercial Items; FAR 52.212-02 dated January 1999 Evaluation-Commercial Items amended as follows: The following factors shall be used to evaluate offers, in order of importance: 1) Item offered meets Government requirements and specifications, 2) Price, 3) Delivery Date; FAR 52.212-03 dated January 2005 Offeror Representationsand Certifications-Commercial Items; FAR 52.212-04 dated October 2003 Contract Terms and Conditions Commercial Items; FAR 52.212-05 dated January 2005 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Paragraph b is edited to incorporate the following clauses: 52.222-3 Convict Labor, 52.222-19 Child Labor-Cooperation with Authorities and Remedies, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of Vietnam Era and Other Eligible Veterans, 52.225-1 Buy American Act-Supplies, 52.225-5 Trade Agreements, 52.225-13 Restrictions on Certain Foreign Purchases, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration.
