Description

MOD:The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price delivery order under Basic Ordering Agreement N00019-03-G-0003 with Sikorsky Aircraft Corporation (SAC) on an other than full and open competitive basis. The delivery order will provide incorporation of the AN/APX-118 Identification Friend or Foe (IFF) system and the Flight Management Computer (FMC) AOP 11.5.3 system into the MH-60S aircraft. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GENERAL INFORMATION: Sikorsky Aircraft Corporation (SAC) is the sole designer, developer and manufacturer of the MH-60S aircraft. SAC alone has the proprietary technical data, experience, equipment and special skills to furnish the supplies and services. The original synopsis reads as follows: The Naval Air Systems Command intends to issue a delivery order under Basic Ordering Agreement N00019-03-G-0003 with Sikorsky Aircraft Corporation (SAC), P.O. Box 9729 Stratford, CT 06615-9129 on an other than full and open competitive basis in order to provide CNS/ATM IFF Mode S Incorporation for the MH-60S aircraft. The APX-100(C) / RT-1716 is now the APX-118 / RT-1836. The estimated period of performance for this effort is eighteen months. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAC is the sole developer of the H-60 helicopter and therefore the only source possessing the proprietary data, expertise, equipment and personnel to design, develop and incorporate modifications to the MH-60S helicopter. All responsible sources may submit a proposal, which shall be considered by the agency.
