- Description
- The US Environmental Protection Agency, National Health and Environmental Effects Research Laboratory, Human Studies Division has a requirement for operation, maintenance and modification services for the Human Studies Facility located in Chapel Hill, North Carolina. Services include operation, maintenance, repair, modification, and improvement of seven (7) human exposure chambers and their associated support systems, two (2) aerosol particle concentrators and exposure chambers, two (2) non-exposure test rooms and four (4) in-vitro exposure chamber pairs and their support systems. The contractor shall also be responsible for maintenance and modification of the bio-medical equipment in the Medical Station. The support systems include a high capacity clean air supply system, associated computers, pumps, filters, fans, heated and chilled glycol-water supply equipment, a large capacity heat exchange system for generating 450 F oil, electrical distribution equipment and wiring, pollutant generation and control equipment and associated computers, seven computer controlled individual air handling units providing custom conditions to the human exposure chambers, and medical gas and vacuum generation and delivery systems. The contractor is expected to have experience in the operation, maintenance, and repair of environmental systems and complicated test equipment and perform this support with an on-site work force . The applicable North American Industry Classification System (NAICS) Code is 541620 with a small business size standard of $6M in average annual receipts over the preceding three fiscal years. EPA has determined that this action will be processed utilizing full and open competition. This requirement is a follow-on to EPA Contract 68-D00207 with TRC Environmental Corporation. It is anticipated the contract will have an effective date of October 1, 2005. EPA anticipates awarding a combination fixed price/cost reimbursement type contract with a 12 month base period and four (4) option periods of 12 months each. The solicitation, PR-NC-05-10097, will be available on or around March 21, 2005. Proposals will be due approximately 30 days after the RFP issue date. No further synopsis will be issued. The solicitation and any subsequent amendments will only be available via the EPA Website at http://www.epa.gov/oam/rtp_cmd . Hard copies or diskettes will not be available. Telephone and fax requests will not be honored. It will be your responsibility to frequently check the same site for any amendments or additional information that may become relevant, such as a pre-proposal conference date.
