Description

The U.S. Environmental Protection Agency (EPA) has a requirement for the retrieval and proper disposal of a fishing vessel as a demonstration and training exercise. The Victoria M is located 50 miles off the coast of Washington in the Canadian Exclusive Economic Zone (EEZ). The Victoria M, a wooden vessel, rests 1,539 feet below sea level filled with 220,000 tons of concrete. The contractor shall remove the vessel by September 30, 2005 and dispose of the materials by October 31, 2005 in a permitted U.S. landfill. Delivery of 10 copies of a demonstration and training report and accompanying digital video disks shall be delivered to EPA by January 31, 2006. EPA anticipates issuing invitations to bid utilizing full and open competition. This acquisition will not be limited to American firms. EPA anticipates award of a firm fixed price contract to the responsive and responsible bidder offering the lowest price to the U.S. Government. The North American Free Trade Agreement (NAFTA) applies to this acquisition.
