- DESIGN-BUILD STANDARD EMBASSY DESIGN PROJECTS BAGHDAD, IRAQ. Modification 3 The effect of this modification is to permit firms that have not operated in a war zone to be considered for pre-qualification, to seek suggestions for risk mitigation and to encourage broader participation by industry. The following changes are made to the previously published announcement:??.... (1) Add " Chief of Mission (CMR) and Deputy Chief of Mission (DCMR) residences?, an increase of approximately 2,000 square meters to Project List, A. Housing, Support Facilities and Site Infrastructure (No Security Clearance Requirement), solicitation number S-ALMEC-05-R-0030??..? (2) Delete "school" and add "unclassified annex and interim office buildings, Marine Security Guard Quarters (MSGQ), a increase of approximately 9,000 square meters to Project List, A. Housing, Support Facilities and Site Infrastructure (No Security Clearance Requirement) solicitation number S-ALMEC-05-R-0031??..?(3) Delete "annex office building, Marine Security Guard Quarters (MSGQ), Chief of Mission (CMR) and Deputy Chief of Mission (DCMR) residences?, a decrease of approximately 11,000 square meters from Project List, B. Diplomatic Facilities (Security Clearance Required), solicitation number S-ALMEC-05-R-0033. ??....(4) Delete "constructed in a major war zone such as Afghanistan or Iraq" in Factor 2: Technical Qualification from the first sentence of Paragraph A?? (5) Delete "within a war zone" in Factor 2: Technical Qualification from the first sentence of Paragraph A, Subparagraph 3??? (6) Change the response due date for the submission of prequalification (Phase I) proposals to March 4, 2005 in lieu of February 7, 2005??? (7) Add the following to the Phase I Proposal Submission Requirements: Potential offerors are encouraged to identify the major risks associated with the performance of the project, to recommend how the Government could mitigate the impact of these risk factors, and to submit proposed solicitation and contract language. These recommendations will be considered in the preparation of the project solicitations. Recommendations will not impact eligibility for pre-qualification, nor will they be considered in the maximum page limit for the Phase I proposal. In the event the Department does not receive acceptable prequalification submissions from at least two firms that meet the requirements of Public Law 99-399 as a U.S. Person, otherwise qualified firms will be deemed eligible to submit proposals for solicitation SALMEC-05-R-0033. See Phase I, Mandatory Prequalification Requirements, paragraph B, for the definition of a ?U.S. Person."
