Description
AMEND TO CHANGE THE DUE DATE OF QUOTATIONS FROM MARCH 17, 2005 TO FEBRUARY 17, 2005. The United States Department of Agriculture (USDA), Animal and Plant Health Inspections Service (APHIS), Plant and Protection Quarantine (PPQ), Edinburg, TX, intends to procure 11,000 packages (25 per package) of Gypsy Moth (+) Disparlure String Type Design Dispenser. This will be a FIRM-FIXED price award. Delivery shall be FOB Destination to Edinburg, TX. Award is subject to First Article Approval-Government Testing, and inspection and acceptance testing at destination. First article samples and production quantities shall be produced at the same facility. Specifications and statement work are listed below. NAICS Code: 325414. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-27. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Changes--Fixed price 52.243-1 (8/87); Instruction to Offerers - Commercial Items 52.212-1 (10/00); Evaluation-Commercial items 52.212-2 (10/97); Offerer Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions-Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5(10/98); and First Article Approval-Government Testing (Sept 1989) Alt (Sept 1989) 52.209-4. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. Award will be made on past performance and to the lowest technically acceptable priced responsive responsible offerer. Quotations are due by Thursday, March 17, 2005 10:00 AM CST. Effective October 1, 2003 the FAR requires that all contractors be registered in the Central Contractor Registration (CCR) databases before they can be awarded contracts. Statement of Work for the Gypsy Moth (+) Disparlure String Dispenser Background Gypsy moth pheromone dispensers are used in traps to detect infestation outside of generally infested areas. Once an infestation has been detected, a grid of traps (from 16 to 49 traps per square mile) is used to delimit the area of infestation. Although the number of the traps used in detection survey can be fairly well predicted from year-to-year, the use for delimiting will vary. Pheromone dispensers are also used for mass trapping as a control measure. This technique uses nine traps per acre, usage rates for this purpose varies. In addition pheromone dispensers are used to monitor populations in and along the edge of the generally infested area. Specifications — Standard Life (+) Disparlure PVC String Dispensers The PVC string dispensers are constructed of twisted nylon twine, coated with a mixture of polyvinyl chloride (PVC) and (+) disparlure (0.6 % by weight). Dispensers provided under this contract are subject to first article approval — Government testing using laboratory and field bioassays before effecting delivery. The dispensers shall fully satisfy specifications; and specifically, the following criteria in USDA conducted aging tests.
