- This information is for solicitation SP0100-05-R-0055. The item is Cloth, P/W, Serge, Type III, Class 3, AG 489. The purchase quantity for the base year is MIN 296,580 MAX 600,000 Yards with four (4) additional four year term options. The purchase quantity for the option years are MIN 500,000 MAX 1,000,000 Yards. The applicable NSN for this procurement is 8305-01-303-9536. The specification is MIL-C-823K dated September 21, 1990. The destination is contractor?s plant. On the first order there will be six deliveries for a quantity of 592,980 yards. The delivery period is 330 days, 30 days on subsequent orders. First Article is 120 days ? 2000 Yards. If the first article is waived then the delivery period is 210 days after the date of award. This is a Best Value acquisition with Source Selection Procedures. The following factors will be utilized in descending order of importance: Past Performance, Quality Assurance Plan, Bill and Hold, Socioeconomic, DLA Mentoring Business Agreement, and JWOD. This solicitation will be issued as an unrestricted buy that will result in an indefinite delivery term, fixed price contract. All materials used in the fabrication of the end item are to be furnished by the contractor. The Government does not intend to use FAR Part 12 for this acquisition. Reference Numbered Notes 9 and 26. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. It is implemented in the Defense Federal Acquisition Regulation Supplement (DFARS) at Part 225.7002. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.mil/home after, March 2, 2005. From the Gateway homepage, select "Search RFQs" from the left-hand sidebar. Then choose the RFQ you wish to view. In addition, you can enter DSCP C&T FSCs and NSNs to receive notifications on RFQs. The Gateway will send all registered users an e-mail notification of RFQ solicitations based on your FSC and NSN profile. The FSC and NSN will also contain a link that can connect users directly to a digital copy of the solicitation on the Internet. You must be registered in order to download RFQs. If you are not, you will be directed to register at time of download. Offeror should register to receive notification of this solicitation or solicitation amendments. In order to ensure e-mail notification of RFQs, prospective vendors MUST go to the RFQ Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent.
