Description
NOTICE OF CONTRACT ACTION (NOCA) NCS PROGRAM CONTRACTOR LOGISTICS SUPPORT (CLS) MSCT/TDF Software Services Helpdesk and Transition Technical Support This announcement constitutes notice to all potential offerors that the Electronic Systems Center, Combatant Commanders Command & Control Systems Group intends to award a sole source tasking to Raytheon Solipsys [Formerly Solypsis, Inc], Laurel, MD, for a 24/7 Software Services Helpdesk and On-site/On-call Technical Support during system relocation, for the NORAD Contingency Suites (NCS) System, on or about 01 March 2005. Raytheon Solipsys solely owns the data rights to the software in this proposed contract action. The approximate value for this effort is projected to be $800,000 to $900,000. This Notice of Contract Action (NOCA) is not a solicitation but rather a non-competitive sole source acquisition in accordance with FAR Subparts 6.3 and 13.5. The specific software to be supported is the Multi-Source Correlator Tracker (MSCT) and Tactical Display Framework (TDF). Both MSCT and TDF are proprietary to Raytheon Solipsys. Period of Performance for this task is for one year with an option for additional technical and onsite support for approximately one year during system transition. NCS was developed, produced, and installed by Raytheon Solipsys, under contract F19628-03-F-0003. Raytheon Solipsys provided CLS under contract F19628-03-F-0003, P00013. The Period of Performance for the prior CLS contract ended on 31 Jan 2005. Four NCS systems are installed in current CONUS Air Defense Sectors (ADSs) at NEADS, SEADS, and WADS, as well as, at the NORAD Software Sustainment Facility (NSSF). An additional system currently resides at Raytheon Solipsys as a development/test and sustainment system. NCS was implemented in response to CAF 307-01 Combat Mission Needs Statement (C-MNS). NCS provides critical air sovereignty back-up capability for CONUS in the event of a catastrophic failure to the current computer system in a NORAD Air Defense Sector (ADS). The general types of tasks which must be accomplished to implement this support are as follows: 1)Provide phone/e-mail support during business hours; 2)Provide contact number during off-business hours; 3)Provide phone/e-mail support during off-business hours; 4)Provide problem resolution/troubleshooting for each phone consultation; 5)Provide on-site support during first 21 days of transition at NEADS; 6)Provide on-call support during off-business hours, during first 21 days, with a 2 hour response time; 7)Provide technical support during removal and transition of NCS equipment at NEADS; 8)Provide on-call 24/7 telephonic support for 6 month period following initial 21 day period; 9)Respond to Government facility within 24 hours of notification, during remaining 6 month period; 10)Provide a Monthly Status Report, containing technical and management status; 11)Provide a Monthly Cost Report, as related to expenditures against the contract funding; Due to the security requirements of the system, the systems engineering, software updates, and on-site installation activities associated with the NCS system support must be performed within a SECRET environment by appropriately cleared personnel. To be considered qualified for this effort, respondents must demonstrate detailed understanding, technical knowledge, and experience in the following areas: (1) Tactical Display Framework (TDF) Licenses; (2) Multi-Source Correlator Tracker (MSCT) Licenses; (3) NEADS specific requirements, ICDs, and system configuration; (4) demonstrated ability to conduct system-level testing; (5) demonstrated ability to provide necessary program management and planning; (6) immediate access to SECRET facilities and the immediate availability of SECRET cleared personnel to work on this project. The intent of this notice is not to request competitive proposals. However, all responses received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. Please direct any questions concerning this NOCA to the Primary Point of Contact or the Procuring Contracting Officer, as referenced in this NOCA. Numbered Note 22 and Numbered Note 26 apply.
