Description The 75 MSG/PKA office is conducting market research to determine if there are potential sources interested in performing technical support in support of JOVIAL compilers and software development, maintenance, and testing tools to Air Force users to modernize their aircraft and systems. JOVIAL is a legacy programming language developed by and for the Air Force of use in embedded flight systems, most notably the MIL-STD-1750A processor. The majority of fielded flight systems continue to use programs written and maintained in JOVIAL and the Jovial Program Office (JPO) provides a written standardization complement of development tools known as the Integration Tool Set (ITS). Over the past 20 years, the JPO acquired distribution rights, instead of source rights from Software Engineering Associates, Inc (SEA) to augment the ITS in support of expanding the reusability and applicability for legacy systems within the Air Force and other DOD agencies. These tools permit Air Force organization to comply with DoD policy to reuse legacy flight systems to reduce cost and avoid new development efforts. Central to this effort has been the ability of the JPO to acquire unrestricted distribution rights to many of SEA?s corporate (COTS) JOVIAL compliers hosted and targeted to various legacy processors and new COTS processors being used as replacements on various sustainment projects. These acquisitions have permitted the JPO to supply standardization, virtually cost-free support software and development environments to multiple program offices hereby reducing the overall cost to the Air Force for mission critical improvement projects. All potential sources are asked to submit capability packages expressing their interest based on the description above. The capabilities package must be clear and concise, complete and limited to no more that twenty (20) pages in length, and shall include as a minimum: (1) name and address of firm; size/ownership of business, i.e. large, small, small disadvantaged, 8a, disabled-veteran, veteran, woman owned business, and hub zone; (2) number of years in business; (3) a point of contact with name, title, phone, fax and email; (4) cage code and duns number (if available) (5) identification if you are a GSA schedule holder, affiliate contractor (if potential sub), or subcontractors (if potential prime); (6) experience and familiarity with providing the needed services; past performance experience (needs to be recent) providing similar services to include contract number, contract type, contract value, period of performance, POC and telephone number.
