- The U.S. Air Force Space and Missile Systems Center (SMC) MILSATCOM Program Office intends to release a solicitation to acquire additional Satellites and ground stations for the Wideband Gapfiller Satellite (WGS) program. Contracted effort shall provide nonrecurring engineering and production of up to three satellites and associated ground equipment as well as satellite engineering in support of satellite health, safety, system and mission operations. Provide mission control system support, technical support to include on-site problem resolution and engineering input to technical order changes. Contractor must be able to maintain existing WGS satellite analysis software, existing WGS on-orbit spacecraft software, existing WGS spacecraft simulator hardware and software and technical analyst workstation hardware and software. In addition, they must have the ability to conduct WGS specific anomaly analysis and checkout based on telemetry data, WGS design and test histories. On-site locations include but are not limited to Schriever AFB, CO, Peterson AFB CO, Cape Canaveral AFB, and all worldwide mobile deployed locations. Award to incumbent is anticipated, as Technical data packages are not available for release. Subcontracting opportunities for small businesses are encouraged. Interested parties must submit an unclassified Statement of Capability (SOC) within 15 days of this announcement demonstrating knowledge of WGS satellites and ground systems including hardware design, test procedures, individual spacecraft configurations and orbital procedures. The SOC shall not exceed 10 one-sided pages in length. Response must be submitted by e-mail in electronic form in MS Word 98 or higher or, PDF Format. All responses must conform to 8.5 inch pages, with font no smaller than 12 point. The period of performance is for 7 years and will begin in FY06 lasting through FY12. This is a follow-on effort to the existing WGS development, procurement and support contract currently performed by Boeing Satellite Systems, El Segundo, CA. The projected Request for Proposal (RFP) release date for this effort is April 2005. This synopsis is for information and planning purposes only; it does not constitute a RFP. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with the submission of an SOC. Information received will be considered solely for the purpose of determining whether any prospective credible source other then the incumbent exists. Based upon previous market research, the Government is not using the policies contained in FAR (Federal Acquisition Regulation) Part 12 (Acquisition of Commercial Items) in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement within 15 days of this notice. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
