Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal s are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-26. The applicable North Industry Classification Standard (NAICS) code is 334220. The small business size standard is 1000 empl oyees. This acquisition has been designated as unrestricted. The U.S. Army Aviation Applied Technology Directorate (AATD) intends to acquire five (5) Low-Profile Multi-band VHF/UHF antennas (Part# 16-49) on a sole source basis under the authority of Sect ion 4202 of the Clinger-Cohen Act of 1996 in order to integrate SATCOM retrofit kit systems into a multiple number of Army rotary wing platforms. These antennas are for a satellite communications system used to support the military operations of forward d eployed units under Operation Iraqi Freedom. The intended source for these components is Chelton, Incorporated, located at 1720 Lakepointe Drive, Suite 112, Lewisville, Texas. Desired delivery for these antennas is one (1) month after contract award. Ch elton is the only known source with unique capabilities to supply the stated components with both compatibility to existing SATCOM transceivers for military applications and approved / qualified for installation on military aircraft with the required perfo rmance. The Chelton Low-Profile Muti-band VHF/UHF antenna offers the only known acceptable and previously integrated component toward establishing SATCOM satellite links for the intended area of operations. The associated design documentation and qualifi cation testing required to substantiate airworthiness of any other such component precludes meeting the project schedule. AATD intends to award a Delivery Order on a firm-fixed-price basis under existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract W911W6-04-D-0008 with Chelton, Inc. Delivery of these components is intended for U.S. Army Aviation Applied Technolo gy Directorate (AATD), Fort Eustis, Virginia. Inspection/acceptance and FOB Point are destination; AATD, Ft Eustis, Virginia. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I with its offer. As previously noted the intended source of supply is Chelton, Inc. Specifications, plans or drawings relating to this procurement described are not available and cannot be furnished by the Government. Proposals are due on 23 February 2005, 2:00 p.m. local time. Chelton, Inc. is the only known source; however, interested persons may identify their interest and capability to respond to the requirement and submit a proposal. All responsible sources may submit an offer will be considered. Alpha contracting methods with Chelton will be utilized. A solicitation document is not available.
