- The item to be procured is Extractor Spring Assembly, NSN: 1005-01-424-5899, PN: 12972692, Quantity: 269,700 each. The Extractor Spring Assembly is a component of the M16/M4 Series Weapon Systems. This solicitation is restricted to JGB Enterprise s, Inc., 115 Metropolitan Drive, Liverpool, NY 13088-0209 under the authority of FAR 6.302-1(a)(2), Only One Responsible Source. Offers from concerns other than the above are not solicited. Published for subcontracting purposes only. FOB is Destination. Estimated issue date is 22 February 2005. The License Agreement between the U.S. Government and Colt Defense requires manufacturing within the United States and Territories. Offerors are hereby notified of the following requirement. The technical data for the M16 and M4 Family of Weapons is proprietary to Colt Defense, LLC. In order to receive the technical data package (TDP), offerors are required to execute a Non-Disclosure Agreement binding each offeror to the terms and conditions of the agreement. A copy of the Non-Disclosure Agreement may be requested from TACOM-Rock Island, ATTN: AMSTA-LC-CSC-C/Ms. Bobbie Stegall, Rock Island, IL 61299-7630, telephone (309) 782-3618/FAX (309) 782-3813, email address: stegallb@ria.army.mil. An official authorize d to legally bind the company must sign the Non-Disclosure Agreement. Upon execution of the Non-Disclosure Agreement, return the original copy to the above address. This solicitation incorporates a TDP that cannot be provided via the internet. Vendors w ho need this TDP in order to prepare a quotation are instructed to submit a request by email to: tacom-ri-tdp@ria.army.mil. Any requests should contain the following information; CAGE Code (if available), Company Name, Point of Contact (optional), Stree t Address, City, State, Zip Code, Telephone Number, FAX number, email address. A TDP will be provided by normal mail after the solicitation has been released to the internet. CAUTION: This solicitation, as well as any amendments thereto, will be issued e lectronically in accordance with FAR 4.502 and 5.102. Therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil /aais/SOLINFO/index.htm. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any amendments and to respond to them prior to the date and time set for receipt of quotations may render your quotation nonresponsive and result in the rejection of your quotation.
