- This procurement is 100% Set Aside for Small Business, NAICS is 561210, small business size is $30,000,000 and is being advertised as a Request for Proposal. This request for proposal requires separate technical and cost proposals to be evaluated on the basis of Low Price Technically Acceptable for award of the project. Competitive proposals will be evaluated based on Management, Technical, Past Performance (with the exception of the Most Efficient Organization tender), Experience, and Cost (for com pleteness, reasonableness, and realism, as indicated by utilizing the OMB mandated COMPARE software for A-76 competitions). The USACE DPW services include (1) electrical maintenance, installation and removal, interior and exterior, low and medium voltages (up to 15,000 volts), (2) structural maintenance, interior and exterior, (3) demolition activities, including asbestos removal, (4) maintenance, installation and removal of a variety of Refrigeration and Heating, Ventilating, Air-Conditioning (HVAC) syste ms, including a large ammonia refrigeration system, (5) plumbing maintenance, installation and removal, including water lines, gas lines, and sewage lines, (6) roads and grounds maintenance, excluding grass-cutting, (7) emergency response, for electrical, HVAC, refrigeration, roads and grounds maintenance, and plumbing emergencies, and (8) ammonia leak emergency response services. All responsible sources may submit a proposal or tender which shall be considered by the agency. The media through which the Go vernment chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. Plan holders who registered during the public announcement on 27 August 2004 do not need to re-register. Contractors, who have not registered, may register for this solicitation by going to the website: https://ebs.nab.usace.army.mil. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be re gistered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. For information regarding future registration, contact CCR Website at http://www.ccr.gov. Other information regarding registration can be obtained thro ugh CCR Assistance Center at 1-888-227-2423. Issuance of the RFP will be on or about 04 March 2005, proposals due on or about 30 June 2005.
