- NOTICE OF INTENT TO AWARD SOLE SOURCE The U.S. Army Engineering and Support Center, Huntsville, intends to award a contract to The Hobart Institute of Welding Technology, a non-profit organization, for courses in Welding Design. A one-year firm fixed price contract, with four option years, is anticipated. This course teaches the participant, with limited knowledge of welding or no background in welding, to create and draft replacement designs, to redesign or reinforce welding designs, and to communicate this information to field personnel. I t is anticipated that a Firm Fixed Price award executed in accordance with Federal Acquisition Regulation, FAR 13.5 and FAR 12 shall be issued. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Any proposed course should currently exist in the commercial market and meet the requirements shown herein. In addition, proposed instructors shall meet the education and experience requirements shown below. This notice is not a request for competitive proposals. However, all proposals receive d not later than 2:00 p.m. Central Daylight Time, February 25, 2005, will be considered by the Government. It is the Offerors responsibility to provide documentation clearly showing that it can meet the requirements shown below. A determination by the G overnment not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The requirement is to provide a training course in Welding Design. This course covers design considerations and proper communication of welding processes, joint designs, weld ability of metals, design methods, weld size determinations, weld costs estimati ng, design formulas, failure analysis of past design problems, and economics of welding. Topics covered are: Weld ability Related to Design, Weld Design Factors, Weld Size determination, Designing for Fatigue Loads, Weld Joint Design, Introduction to Wel ding Procedure Development, Welding Cost Estimation, Communication of Welding Information, Welding Process Selection, Arc Welding Processes, and Welding Procedures and Welder Qualifications. Student Course Materials shall be based on the current editions of: The American Welding Society (AWS); Symbols for Welding and Nondestructive Testing, AWS, Welding Terms and Definitions, AWS Structural Welding Code, Modern Welding Technology, Cary, Howard B., Prentice-Hall, Inc.; U.S. Army Technical Manual TM5-805-7, Welding; U.S. Army Corps of Engineers Regulation (ER) 1110-345-720; U.S. Army Corps of Engineers Guide Specifications 01000, 1010, 1020, 1300, 5055 an 15052; and U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. Some revisio ns or updates to course material may be required. The contractor shall provide a staff that is experienced in developing, revising, administering, and instructing short courses of instruction. The instructor staff shall be qualified by experience in relevant subjects to perform the requirements of this s tatement of work. Suitability of the instructor teams experience will be determined by the following. 1. Practical Experience: Instructors should document at least ten years within the past fifteen years experience working in welding design, operations, methods, testing, communications and estimating. As a team, the instructors shall have this experience. 2. Instructional Experience: Instructors should document at least three within the past five years in teaching Welding Design related courses of ins truction as described in the Statement of Work.
