Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of Work: Project involves the construction of an approximately 22,400 Square Foot (SF) Company Operations Building for two Companies, a 12,000 SF Vehicle Maintenance Shop (including oil storage), a 2,600 SF Deployment Equipment Storage Building, and an 11,000 SF Parachute Rigging Facility with Parachute Drying Tower. The fa cilities will be constructed on two separate sites. Supporting facilities to be constructed include landscaping, water, sewer, and electric utility services, information systems, fire detection, and sprinkler systems, sidewalks, storm drainage, parking, e rosion control measures, force protection measures, and other site improvements. The contract will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposal (RFP) in accordance with FAR Part 15.101-1. Offerors are required t o submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1: Construction Past Performance; Factor 2: Corporate Relevant Specialized Experience; and Factor 3: Construction Duration. FACTOR 1: Construction Past Performance is more important than Factor 2 and significantly more important than Factor 3. FACTOR 2: Corporate Relevant Specialized Experienc e is more important than Factor 3. FACTOR 3: Construction Duration. Price is equal in importance to ALL TECHNICAL FACTORS when combined. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the r ight to reject any and all offerors. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with offeror. Options will be included. Estimated cost range of proje ct is from $1,000,000. to $5,000,000. Network Analysis will be required. The contract issued will be Firm Fixed Price. COMPETITION WILL BE LIMITED TO 8(a) CERTIFIED CONSTRUCTION FIRMS LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF SBA REGION IV AND OTHER 8(a) CERTIFIED CONSTRUCTION FIRMS HAVING A BONA FIDE BRANCH OFFICE LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF SBA REGION IV. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. This solicitation will be issued in electronic format only and will be available on or about 7 March 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disk, faxes, etc) will be provided.
