Description

The Naval Air Systems Command (NAVAIR) intends to issue, on a sole source basis, a modification to Contract N00019-03-C-0044 with Northrop Grumman Systems Corporation (NGSC), Bethpage, NY, 11714 to procure Navigation Upgrade Kits and Installations for the E-2C Group-II Aircraft and associated efforts as may be necessary to accomplish this work. The procurement will consist of ten (10) Navigation Upgrade (NAVUPGRADE) kits and the modification of ten (10) E-2C Group-II Aircraft to the E-2C NAVUPGRADE Aircraft configuration. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), as NAVAIR believes that only NGSC possesses the knowledge, experience, technical data, and design drawings necessary for this effort. NGSC is the current E-2C Aircraft Design Agent (DA) and is the sole E-2C Aircraft manufacturer. NGSC has manufactured fifteen (15) E-2C NAVUPGRADE Aircraft and has modified three E-2C Group-II Aircraft to the E-2C NAVUPGRADE Aircraft configuration and as such is the only firm with the requisite expertise necessary for this effort.
