Description

The Navy has a requirement for network engineering, database management, expert programming, and functional area expert data analysis of the Normalization of Data (NORM) Management Information System, which runs inside Aquifer, a secure host and version distribution system. NORM provides cradle to grave tracking, risk ranking, cost estimating and reporting for over 5,300 Navy environment clean-up and compliance sites worldwide for both Environmental Restoration, Navy (ER, N) and Base Realignment and Closure (BRAC) programs. The Navy intends to negotiate on a sole source basis with System Management Engineering, INC. (SMEI) for a base year and four one-year options. The role of the contractor is to serve as the NORM overall maintenance and database administration provider and to perform data analysis for program management and environmental liabilities reporting for the Naval Facilities Engineering Command. Any interested small business must provide sufficient information demonstrating their technical capability and understanding of the mechanics and unique design of the NORM system to perform the maintenance and database administration functions of both NORM and Aquifer, the NMCI certified, secure, commercial shell used to host the NORM application. Any other interested party must be submit their required technical capability information by COB 28 February 2005.
