The Naval Sea Systems Command (NAVSEA) intends to issue Solicitation No. N00024-05-R-4310 on or about March 2005 for the competitive procurement of an Electro-Optical Sensor System (hereafter refer to as "EOSS") as a modified Non-Developmental Item (NDI) to be integrated with the MK 34 Mod 4 Gun Weapon System (GWS) on CG 47 Class Cruisers. The NDI EOSS shall be a mature, fully designed, developed Electro-optical imaging system that is already in use, in production, or ready for production (not a first production design). The NDI EOSS shall be modified as needed to meet the requirements in WS 33609 Operational and Performance Requirements for an Electro-Optical Sensor System for the CG 47 Class Cruisers. The modified NDI EOSS shall be capable of interfacing with the MK 160 Mod 11 Gun Computer System (GCS) via a dedicated Fast-Ethernet Network-Based architecture. The modified NDI EOSS shall not include a dedicated operator console. Instead, the modified NDI EOSS shall be capable of being remotely operated and controlled from any of three multi-functional GWS Control & Display Operator Consoles. The GWS Operator Console control and display features and external interfaces are described in WS 33824 Critical Item Development Specification for the Gun Weapon System Cruiser Console in the Gun Computer System MK 160 Mod 11. A draft copy of WS 33609 and WS 33824 are available for informational purpose only and can be obtained by request via email at ChesleyAG@navsea.navy.mil or by contacting Mr. Audie Chesley, SEA 02432C, telephone (202) 781-2837. Updated copies of these documents will be made available simultaneously with the release of the solicitation. NAVSEA expects to award a contract for this acquisition on or about September 2005 to support the Cruiser Modernization Program (CMP) requirements. The first year award (FY 2005) will consist of the development of EOSS specific Installation/Interface Control Drawings and level-of-effort tasking to support a Government/Contractor Interface Control Working Group (G/C ICWG) for integrating the modified NDI EOSS with the MK 160 Mod 11 GCS. Follow-on priced options are for quantity of four (4) EOSS in FY 2006, four (4) EOSS in FY 2007, four (4) EOSS in FY 2008, six (6) EOSS in FY 2009, and six (6) EOSS in FY 2010. The first delivery of two (2) functionally representative EOSS are required in April 2007 to support land-based GWS Integration Testing and EOSS Operation & Maintenance Training. The first dockside delivery date of a fully qualified EOSS ship set (qty: 2) is October 2007. The total future quantity to complete the U.S. Navy's CMP requirements beyond this contract is! anticipated to be an additional twenty-four (24) EOSS at a rate of 4-6 per year (FY 2011 - FY 2015). The Government intends to use this competition for selecting the final configuration as well as the supplier of all EOSS for the CMP The government does not intend to award solely on the basis of this announcement. Nothing in this announcement constitutes an obligation on the part of the government. The government will not accept proposals nor pay for submissions resulting from this announcement.
