- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) Climate Change Division (CCD) Climate Analysis Branch (CAB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Colorado State University, The Natural Resource Ecology Laboratory (NREL), Colorado. The USEPA has projected baseline global nitrous oxide emissions for the years 2010 and 2020 assuming business as usual crop management. Process based models such as DAYCENT, can be used to investigate the mitigation potential, as well as the effect on crop yields, of different land management scenarios. The objective of this acquisition is to use the analysis results from the DAYCENT model to support EPA's efforts to assess the potential to mitigate agricultural greenhouse gas emissions for key countries and regions. The Natural Resource Ecology Laboratory will run and manipulate the DAYCENT model to provide net greenhouse gas mitigation analysis for croplands for major world agricultural regions. The National Resource Ecology Laboratory will acquire the meteorological and soils needed to run DAYCENT. NREL will consult with EPA to identify feasible land management strategies intended to reduce nitrous oxide emissions. Results will be provided to collaborators at EPA and IFPRI so that the economic impacts of the different options can be evaluated. The period of performance for this Purchase Order will be from date of award through 12/31/2005. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calender days (5.203B) of the date of this announcement will be considered. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
