Description
The Vector ElectroDynamics Investigation (VEDI) instrument team at the NASA/Goddard Space Flight Center is developing a proposal to provide a DC and wave electric field detector on the Living With A Star (LWS) Program?s Geospace Ionosphere-Thermosphere Storm Probes mission. The proposal will be submitted in response to the upcoming Announcement of Opportunity (AO) requesting instruments for this mission. The AO is currently scheduled for release in March/April of 2005 (projected). The LWS selection is a single step process, with proposals due 90 days after the AO release. The LWS Geospace Ionosphere-Thermosphere Program consists of ?targeted? basic research aimed at advancing our understanding of ionospheric variability. Specifically, it will characterize and understand mid-latitude ionospheric variability and the irregularities that affect communications, navigation, and radar systems. This partnership opportunity will establish an agreement between Goddard and Industry to provide for deployable electric field booms that will constitute part of the Goddard VEDI proposal and, if selected, part of the Goddard VEDI investigation to be flown as part of the NASA LWS Geospace Program. For the portion of this partnership that involves the preparation of the single step proposal in response to the AO, there shall be no exchange of funds between the partners. NASA funding will be available for subsequent phases, should the VEDI proposal be selected. Responses to the Partnership Opportunity Document shall: 1) Be in a presentation format (viewgraphs) that shall not exceed 30 pages. The font size for the text shall be no smaller than 14 point. 2) Address all requirements noted in sections 5.0 through 7.0 of this document. Responses shall be treated as proprietary information and controlled as such. The respondents shall deliver the requested information in a presentation format. Presentation packages must be received by 5:00 p.m. (EST), March 21, 2005. Notice may be by e-mail to Mr. William Cutlip at william.e.cutlip@nasa.gov, or in writing to the above address. Oral presentations are tentatively scheduled for the week of April 4, 2005, at GSFC. Presentations will be scheduled in two-hour blocks. Speakers will have one hour to present and the second hour will be used for questions and answers.
