- NASA/GSFC has a requirement for the delivery of three Hybridized ROIC-UV Arrays, per uploaded Statement of Work and Specifications. This will be done as a Non-Commercial Time and Materials Contract. NASA/GSFC intends to purchase the items from Rockwell Science Center, for the following reason(s): (1) Rockwell is the only company that can supply the Goddard Space Flight Center with COTS readout integrated circuits (ROIC), specifically the PICNIC chip, that will meet Goddard's stringent needs. (2) The array size and format of fabricated state-of-the-art UV detector arrays were designed to be read out using a Rockwell Scientific ROIC, specifically the PICNIC chip. (3) These ROICs are COTS products and Rockwell provides a full indium bump bond service for hybridization onto custom fabricated arrays. (4) Past experience, on both flight and non-flight programs, has shown that Rockwell is capable of performing the tasks, per the uploaded SOW and specifications. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 11, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a maximum practicable competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
