- Description
- The USCG Engineering Logistics Center (ELC) anticipates awarding a firm-fixed price requirements type contract for Agile Radar Transponder Beacons (RACONS); a maritime aid to navigation device that responds to interrogation signals from commercial marine radars and is a dual frequency configuration, multipurpose system. Competitive Negotiation Procedures will be utilized and award will be based on lowest price, technically acceptable proposal (Best Value). The acquisition is for one (1) base year with options to renew for an additional four (4) years (the qty stated reflects the total estimated qty for the five (5) year period)): 1.) NSN 5825-01-426-1678, Racon, 212 each. The Government requires a developed product that meets or exceeds the requirements of the Coast Guard’s statement of work which is provided as an electronic attachment. Salient Characteristics of the AN/SPS-73(V) are included to provide the Racons operating parameters. The Coast Guard’s basic minimal test procedures are also made available electronically as they are required to ensure conformance and operational standards. Interested offerors shall review Attachment A-3, Test Plan, and in accordance with Paragraphs 1.b. and 2.20., submit EMI/RFI Test procedures, specific to offerors Racon design, NO LATER THAN 23 February 2005 at 2:00 pm. Upon approval of the EMI/RFI Test procedure by the Contracting Officer, offerors will be instructed to submit a developed, operational Racon to an authorized test laboratory for test and evaluation. The name, address and date for submission will be provided at by amendment to this announcement after approval of test procedures has been made. Arrangement, shipping, and associated costs to and from testing lab are the responsibility of each individual offeror. The Request For Proposal (RFP) and all other associated documents will tentatively be issued on 2 March 2005. Closing date for Offerors Technical Proposal Package is tentatively established as 23 March 2005. Hard Copies of the solicitation will NOT be issued. It it is the responsibility of potential offerors to monitor the EPS system for the RFP and all subsequent amendments. Solicitation documents will ONLY be made available via the internet at www.eps.gov via FedBizzOpps. Solicitation requests via regular mail will not be made available by this offer. All responsive and responsible firms may submit an offer which will be considered by this agency.
