Description
The Health Resources and Services Administration (HRSA) is conducting a Sources Sought/Market Survey to locate Small Businesses, HUBZone, and/or 8a firms under NAICS Code 541690, Other Scientific and Consulting Services, capable of providing services to Continue the Scientific Registry of Transplant Recipients (SRTR).***The purpose of the SRTR is to provide analytic support to the transplant community for data collected by the Organ Procurement and Transplantation Network (OPTN) from all U.S. transplant programs on all kidney, pancreas, liver, heart, heart/lung and intestine transplants. The SRTR supports the operation of the scientific registry database which provides analytic support to the OPTN committees and the Secretary's Advisor Committee on Organ Transplantation, conducts research, develops and maintains simulation modeling, supplements and validates collected OPTN data with other available datasets, conducts analytic reviews of the performance of transplant centers and Organ Procurement Organizations.***A Contractor for the Scientific Registry of Transplant Recipients (SRTR) shall serve as the primary analytic resource and shall provide statistical expertise to the Organ Procurement and Transplantation Network (OPTN) and to the Department of Health and Human Services (HHS) to support analysis of a broad range of issues relating to: pre- and post-transplant events; the evaluation of existing OPTN policies; the likely impact of proposed OPTN policies; and the operation and performance of the OPTN as a whole and of its various members. The performance of this contract requires the Contractor to establish and maintain a close working relationship with: the OPTN Contractor; the various committees and members of the OPTN; the Division of Transplantation (DoT) and other entities within HHS (e.g. Center for Medicare and Medicaid Services (CMS), National Institutes of Health (NIH), Food and Drug Administration (FDA), Agency For Healthcare Research and Quality (AHRQ)); the Secretary=s Advisory Committee on Organ Transplantation (ACOT); and the transplant community. Most of the data for these analyses shall be those collected by the OPTN Contractor and provided to the Contractor on a periodic basis, but will also include other datasets available to further validate and refine the OPTN data.***Interested organizations should submit their capability statements demonstrating their ability to perform this work. Understanding and experience in the above referenced areas are critical. Organizations must demonstrate and document, in any capability statements submitted, extensive experience with, and the ability to perform, the above tasks, as well as administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, both Government and commercial contracts, providing references (with Names, telephone numbers, and email address) and any other information serving to document the organization's capability.***Capable organizations must be able to provide these services under contract over a five year time period. This is not a Request for Proposals and does not commit the Government to award a contract now or in the future.
