- Sources Sought Synopsis. Electronic Systems Center (ESC) is seeking qualified sources for the acquisition of a Non-Developmental Item (NDI) Ground Multi-band Terminal (GMT). Detailed requirements for this system are defined in the Capabilities Document and can be found at http://herbb.hanscom.af.mil. Although the acquisition strategy has not been finalized, all potential offerors will be required to provide a complete NDI GMT and certify to the Government that it meets the requirements in the Capabilities Document as part of the source selection evaluation process between June and September 2005. This Sources Sought Synopsis is issued to assist the Government in determining industry?s interest and their capability in satisfying the requirements of the GMT program. Interested firms must provide two hard copies of a qualification package detailing your specific capabilities to GIGSG/CMK, 202 Burlington Road, MITRE Building D, Bedford, MA 01730, Attn: Peter Lewis at (peter.lewis@hanscom.af.mil). Please limit your qualification package to a maximum of 10 pages. Responses are requested no later than 1:00 pm EST on 18 March 2005. Responses should include the company name, address, size of business (i.e., large business, small business, small disadvantaged business, 8(a) concern, veteran-owned small business, service-connected veteran-owned small business, women-owned business, or HUBZone small business), whether U.S. or foreign owned entity, and a company point of contact. Your response must provide specific information about the NDI terminal you would propose to provide during source selection, including technical capabilities to meet the requirements, quality processes, configuration processes, manufacturing capability to include your production facility and capacity to test, integrate and deliver the systems within the required schedule (approximately 160 Terminals within a period of four years). The Government will notify prospective offerors who submit a qualification package that did not meet the terms of this sources sought. The Government is also interested in industry input regarding the establishment, implementation and management of incentives based on operational performance of the terminal in the field. The Government?s goal is to improve operational availability, equipment reliability, and response cycle time. Please identify those incentives or other processes you believe would further our goal of improving operational performance of the terminal in the field. Questions and comments should be submitted electronically, independent of the qualification package, to peter.lewis@hanscom.af.mil. All answers to submitted questions will be posted on HERBB. Questions and answers of a proprietary nature will be handled on a case by case basis. This notice does not constitute a Request for Proposal; it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
