Description
PLEASE VISIT WWW.HERBB.HANSCOM.AF.MIL TO DOWNLOAD THE RFI RELATED TO THIS ACQUISITION. NOTE 26 Applies. THE CPSG IS EMBARKING ON A MAJOR CRYPTOGRAPHIC MODERNIZATION (CM) PROGRAM FOR SPACE TELEMETRY, TRACKING AND CONTROL (TT&C). THE CPSG PLANS A SERIES OF SPIRAL DEVELOPMENTS TO INCREMENTALLY FIELD A NEW TT&C INFORMATION ASSURANCE (IA) ARCHITECTURE. ONE OF CPSG'S FIRST PRIORITIES IS TO DEVELOP PROGRAMMABLE FLIGHT COMMUNICATIONS SECURITY (COMSEC) SOLUTIONS. PROGRAMMABLE SOLUTIONS WILL ENABLE SPACE SYSTEM DEVELOPERS TO RESPOND TO CHANGING THREATS, VULNERABILITIES, RISKS, RELEASABILITY, INTEROPERABILITY, AND CRYPTOGRAPHIC STANDARDS WITHOUT DEVELOPING NEW HARDWARE. IN THE FIRST SPIRAL DEVELOPMENT, THE CPSG ANTICIPATES ACQUIRING AN INVENTORY OF DEVICES THAT WOULD BE PROGRAMMED FOR A SPECIFIC APPLICATION WHEN THE DEVICE(S) IS PREPARED FOR INTEGRATION INTO A SPACECRAFT. SUBSEQUENT SPIRALS WILL INTRODUCE ADDITIONAL CM CAPABILITIES INTO TT&C COMSEC. THE GOAL OF THIS EFFORT IS TO DEVELOP AND PROCURE A FLIGHT TT&C COMSEC SOLUTION. THE HARDWARE ELEMENT OF THE SOLUTION MUST NOT BE APPLICATION SPECIFIC, BUT MUST BE ABLE TO BE PROGRAMMED FOR SPECIFIC APPLICATIONS (COMMAND OR TELEMETRY) AND ALGORITHMS (CARDHOLDER OR PEGASUS) UPON SELECTION FOR A SPECIFIC APPLICATION/MISSION. SOLUTIONS THAT CAN BE EMBEDDED IN SATELLITE COMMUNICATIONS SUBSYSTEMS ARE REQUIRED. THE CPSG ALSO PLANS TO DEVELOP AND ACQUIRE A STANDALONE END CRYPTOGRAPHIC UNIT (ECU) THAT IS BASED UPON THE EMBEDDED SOLUTION. THIS EFFORT INCLUDES DEVELOPMENT OF BOTH THE PROGRAMMABLE SOLUTION (E.G. HARDWARE) AND THE PROGRAMMING TO BE LOADED INTO THE SOLUTION (E.G. SOFTWARE). A DRAFT TECHNICAL REQUIREMENTS DOCUMENT IS BEING PREPARED TO DEFINE THE SPECIFIC PERFORMANCE ENVELOPE, AND WILL BE SUBMITTED FOR INDUSTRY REVIEW IN APPROXIMATELY 30 DAYS. See Note 26.
