Description
SOURCES SOUGHT SYNOPSIS The US Air Force, Hill Air Force Base, is seeking potential interested sources for a production requirement to manufacture the Global Positioning System (GPS) Full Signal Translator (FST) in support of the Minuteman ICBM Weapon System. The government requirement is for three (3) First Article FST units and 27 FST Production units. The First Article units would be delivered 24 months after award and the Production units 24 months after First Article approval. The FST was developed by Johns Hopkins University Applied Physics Laboratory (JHU/APL) Laurel, Maryland, and all technical and proprietary processes are maintained and owned by JHU/APL. The FST was developed as a small, lightweight, low-power, full bandwidth, analog, low-cost translator that could be used in very confined spaces, including reentry vehicles and ballistic missile interceptors, to provide a means to utilize all of the GPS signals available for more precise post flight trajectory reconstruction. The FST technical data package is maintained under configuration control as level 2 development documentation by JHU/APL. The government does not have complete configuration drawings or data. Interested sources would be required to contract with JHU/APL under their Technology Transfer Program and execute ?a non-exclusive licensing agreement? providing the licensee rights to the FST technology with all licensing fees borne by the interested party. Licensing costs associated with production of the FST for Air Force production may be a direct charge to the program; however, those costs for use by other government agencies and commercial customers are not allowed. Training programs with JHU/APL to transfer the technology will not be a direct charge to this program. Interested sources are required to provide the following information: (1) Name, address, telephone number, point of contact, and location of manufacturing facility that would perform this program; (2) A description of corporate experience developing and manufacturing electronic components and instruments used on missiles, spacecraft, satellites and/or supersonic aircraft. Specific experience developing and/or manufacturing GPS receivers and/or translators should be highlighted; (3) Identify potential issues you envision with the FST Technology Transfer/licensing program with JHU/APL; (4) Explain what required training/experience you currently have, what additional training you will require, and how you will obtained it; (5) How will you meet the delivery schedule and do you foresee problems meeting the schedule; (6) provide any other recommendations/suggestions that should be considered in meeting the government?s requirements.
