Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W91ZLK-05-T-0285. This solicitation document and incorporated provisions and clau ses are those in effect through Federal Acquisition Circular (FAC) 97-27. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500. Description of requirements: The contractor shall provide the following : Time-of-flight (TOF) Mass Spectrometer that meets these requirements: based on the time-of-flight operating principle, analog to digital converter (ADC) data acquisition system providing wide, linear dynamic range exceeding 10,000 with no alternation in ion transmission of sensitivity loss within the dynamic range, single data acquisition shall cover the full mass range, and this mass range shall be, at a minimum of 6 m/z (amu) up to 10,000 m/z (amu, 7kV acceleration potential), single ref lectron flight path shall be a minimum of 2 meters, resolution requirement minimum of 6,000 when measured at full-width-half-maximum when measured at 609 m/z.,sensitivity (positive mode, ESI)shall be 10 (S/N, 10 pg, reserpine) or better, demonstrate a vac uum system that can pump helium at the inlet using a single split flow turbo molecular pump, capable of both positive and negative ion detection and that this capability be performed under computer control, possess an ion guide of a bent design to prevent neutral molecules from entering the mass spectrometer, mass measurement accuracy shall be 5 parts per million or better, during routine data acquisition, full mass range shall be collected with a single data acquisition, recording speed of 10 spectra per s econd at 0.5 nanoseconds per bin at full mass range, supplied with an orthogonal ESI source spraying downward. A waste container will be built into the instrument cabinet to collect residual droplets resulting from incomplete desolvation, ESI source shall not require a heated capillary, must demonstrate compatibility with multiple ion sources to include, but not limited to, ESI, APCI, Nano-ESI, Micro-ESI, Corona ESI/APCI switchable source, and the DART, be fully integrated with the DART ionization source f or routine analysis, capable of full data integration with already existing AccuTOF unit already in-house,data produced on one instrument shall be transferable to the other, and all analysis operations shall be transparent to this transfer, data system cap able of acquisition, real-time tuning, auto mass calibration, mass drift correction, mass chromatogram display, spectral deconvolution, isotopic and atomic mass calculation, and component Detection Algorithm software, weight not exceed 350 kg, and must be mobile on casters, possess an interlocked vacuum system, which prevents damage in the event of vacuum loss by venting with reserve of dry nitrogen, mass spectrometer shall utilize two stage acceleration and a single stage reflectron, quadrupole ion guide s hall have a high focusing power where applied high frequency and voltage are increased to 3 MHz and 2,500 V enabling transmission of ions over a wide m/z range, pump oil level shall be viewable and easily filled from the front of the instrument. Atmospheri c Pressure Ionization Source for MS Analysis Qty 2 with the following specification: provide ionization capability at atmospheric pressure, using, at a minimum, nitrogen and helium as working gasses, to provide ionized species to the TOF mass spectrometer for analysis, ionization region of the device must be BEFORE entry into the mass spectrometer, ion source must provide non-contact analysis of materials in open air, under ambient laboratory conditions, and at ground potential, provide analysis capability to directly detect chemicals on surfaces, in liquids, and in gases without the need for sample preparation. and without the use of radioactive components, solv ent sprays, high voltage, or vacuum, working principle for the device shall not require vapor concentrations from the materials under analysis for its operation, capable of analysis of organic compounds with relative vapor pressure (to air) at 25 degrees C of between 10-3 and 10-15 (or lower) torr. The device shall demonstrate that it can provide analysis of the inorganic salt(s), such as sodium perchlorate, directly, able to interrogate substrate molecules from multiple surfaces, to include, but not limit ed to, glass, paper, aluminum foil and concrete, MAY NOT require the use of radioactive components, solvent sprays, high voltage, or vacuum, as part of the ionization process, under software control (on/off, ion polarity, plasma control),the software capab le to display real-time status of the operational details of the ionization device (gas flow, gas type, temperature, control schematic), minimum of three gas inlets under software control, flow of each gas must be controlled to 0.1 L/min, ionize a minimum of one (1) nanogram of the chemical agent VX on glass, porous concrete and on aluminum foil with a minimum signal-to-noise (S/N) ratio of 1,000. analysis criterion must be performed within a maximum of three seconds from introduction of sample into the io nization source,ability to ionize one nanogram of nicotine, trinitrotoluene, and cocaine from glass, paper (such as one US dollar bill) and aluminum foil with a S/N ration at or greater than 1,000 and three second response time, provide energy control t o produce the molecular ion, or the protonated (M+H)+ ion, as the exclusive molecular species , capability to induce fragmentation upon ionization useful for identification, identify identification of Ethyl palmitate (CAS: 628-97-7) at a concentration of 2 picograms off a glass surface with a signal-to-noise ratio of 5 to 1, or better, SHALL NOT require elevated temperatures and/or electrical potentials, ultraviolet irradiation, laser radiation, or a high-velocity gas stream as part of the working principl e of the device, and require additional reagents as part of the ionization process,l be totally integrated as an ionization device with the TOF MS. Accessories shall include: ballast tank for storing dry nitrogen gas used to fill the vaccum space in the ev ent of an emergency shutdown or power failure.Support equipment: Ballast tank for storing dry nitrogen gas used to fill the vacuum space in the event of an emergency shutdown or power failure, APC smart UPS RT tower SkV UPS system for AccuTOF, Additional t ower battery for APC Smart UPS , additional batter module tower, at full load, each additional battery modules can supply approximately 40 minutes at 3kVA and 23 minutes at 5kVA.items must not void warrantee. NIST MS Database with the following specificati ons: search for Windows is the default data base on all of our ms instruments where a recorded spectrum is compared with an electronic library, must be at, or better, that the NIST standard for data quality. External Optical drive must be compatible with c urrent equipment in-house. External drive is required because of classification requirements (locked in security container with not in use), Maxtor removable hard drive is acceptable, which is the only removable hard drive that will not void the DART/Accu TOF warranty. Data Station: A second, stand-alone, computer system is required for the DART/AccuTOF instrument. The computer must contains three JEOL proprietary printed circuit boards that control the DART ion source and AccuTOF mass spectrometer: AccuT OF System Software Additional License to process data files on the stand-alone data station. MS Tool Software for data analysis and must work with software for the AccuTOF Mass Spectrometer. MS-Table and operator chair for the operator station in front of the Sprectometer. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army Aberdeen Proving Ground, Md 2101 0. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and Past Performance when combined are significantly more important than cost or price. The government is not responsible for locating or securing any information, which is not identified in the proposal. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to ind ustry or government agencies. Past performance will consider the ability of the offeror to meet the delivery schedules, warranty, and support. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--C ommercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer.
