- Construction services to repair Fern Ridge Dam near Eugene in Lane County, Oregon. Estimated magnitude of construction: $25M-$100M. Work on the 6,100 foot long embankment dam is weather sensitive and will be conducted, except for preliminary site wo rk and final restoration, this year during the months of June through October. Tasks include 310,000 CY excavation of the embankment down to and removal of the drain system; replacement of the drain system with 90,000 CY fine filter and 40,000 CY coarse f ilter granular material in a chimney/blanket/finger combination drain system; reconstruction of the primary embankment geometry with 200,000 CY of previously excavated impervious embankment material; and placement of surplus embankment material in an emban kment toe overbuild section and/or placed in nearby disposal sites which may include beneficial use environmental placement. A dewatering well/well point system will be required to manage groundwater plus a surface system to manage runoff. Other tasks in clude stripping, stockpiling and replacing topsoil (15,000 CY) augmented with additional topsoil (15,000 CY); minor riprap removal and replacement, temporary haulage way construction; resurfacing asphalt roadways and parking lots; reconnecting the drainage system to culverts; installing a permanent instrumentation system to measure ground water and weir flow; reconstruction of the gravel roadway along the dam crest; and reseeding the embankment. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. For this project the primary SSHO individual shall be a full time job site employee with a minimum of 5 years safety work on similar projects, 30-hour OSHA construction safety cl ass or equivalent within the last 5 years, and an average of at least 24 hours of formal safety training in each of the last five years, shall have no non-safety responsibilities, and shall be on the job site at all times when work is being performed excep t when represented by subordinates during second shifts, weekends, etc. Subordinate SSHO requirements are the same as for the primary SSHO except experience and training requirement minimums are 3 years safety work on similar projects, and 30-hour OSHA co nstruction safety class within the last 3 years. This procurement will be conducted as a negotiated, 2-phase best value source selection under unusual and compelling urgency. It is open to both large and small businesses. Solicitation No. W9127N-05-R-00 05 will be issued electronically at no charge and will be available on or about 1 March 2005. A mandatory pre-proposal conference will be held, time and location to be announced later. Technical proposals will be due on or about 1 April 2005 for evaluati on in Phase 1. Price proposals will be requested from successful offerors in Phase 2. Award is targeted for mid-May 2005.
