This solicitation will be available at http://ideasec.nbc.gov on or about March 10, 2005, with a receipt of proposals date approximately 30 days following issuance. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FACSIMILE REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: Complete Data Collection and Website Production for Exploring the Real Thing in all Northeast Region States; Develop Multi-Media DVD of Programs and Media for Pennsylvania National Park Sites. Solicitation Number N4507050044. The work on this project consists of providing website production and database management services to expand Exploring the Real Thing website for PA, WV, MD, VT, NH, RI, ME, CT, based on the current Exploring the Real Thing website for New York and New Jersey viewable at www.nps.gov/ERT, and manage the collection of data for the educational database from which the website information will be pulled. The database, data, and data fields are already live and have been tested by parks from NY, NJ, and 10 parks from Pacific West and Intermountain Regions. Several additional data fields and reports must be integrated in this phase of work. The proposed contract is 100% set aside for small business concerns. The NAICS code for this project is 541511, with a small business size standard of $6.0 million. Offeror's will be asked to submit qualifications for evaluation based upon the following criteria in descending order of importance: 1) Past performance managing similiar projects; 2) Sample of work (on CD) produced by personnel proposed for use under this contract; 3) Resumes of personnel proposed for use under this contract; 4) Business management and operating procedures of the firm. The government anticipates a negotiated procurement representing best value to the government. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. When searching for this solicitation, vendors are asked to register their company with the electronic commerce website. Be prepared with your company's DUNS number, which is available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register by logging onto the interne at http://ccr.gov. All relevant solicitation documents may be accessed for download from the Government-wide Electronic Posting System website (Fedbizopps) at http://www.eps.gov. The Department of Interior's (DOI) National Business Center (NBC) website is http://ideasec.nbc.gov. Any amendments issued to the solicitation will be posted soley on the website. Prospective Offerors are responsible for checking the website for amendments up to the date and time for receipt of proposals. Prospective Offerors who have questions must submit them in writing to the Contracting Officer at the address listed below, or by facsimile to 617-223-5208. The Government is not responsible for any inability of the firm to access the posted documents. The office will not maintain an offeror's mailing list. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of same.
