Description
This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. Sources Sought: The Bureau of Public Debt, on behalf of the Department of Treasury?s Franchise Fund Member FedSource, is conducting market research to determine the capabilities of the small business community (HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business, and Small business concerns) in the security service categories listed herein. In order to make a reasonable determination of the capabilities of the small business community and your interest in responding to our anticipated solicitation(s) for the various Security requirements listed below, we ask that you review the requirements and the attached draft statement of work then respond with your intent on proposing and a summary of your capabilities to perform any or all the categories as listed. The Contractor(s) shall provide a variety of Professional Security and Safety Services as outlined in individual task orders. Services are grouped into five categories as the result of market research conducted and comments received on the draft statement of work posted under RFI-FSS-1. The contractors may provide information on one or more of the service categories and until our market research is completed the Government has not made a final determination if there will be one or multiple solicitations issued for these requirements: Category I: Task Order Development. (Consulting Services for the express purpose of advising/developing individual task orders and statements of work to acquire services under of this contract.) Category II: Consulting Services Category III: Operational Support Services Category IV: Guard Services Category V: Personnel Security Services and Investigations Category I: Perform a wide range of consulting service to assist agencies in acquiring security services by assisting in the preparation of a task order/statement of work. This category of service is envisioned for customer agencies that do not have the technical security expertise to develop their own specific task order/statement of work. Category II: Security/Safety Program Consulting. Perform a wide range of security/safety program consultative services in the physical, information technology, homeland security, intelligence, and installation/facility operational arenas. Complete a wide variety of studies, reviews, analyses, assessments, and evaluations. Provide results through professional consulting, lectures, briefings, written documents and electronic means and data bases. Provide training and educational services that include classroom, and remote learning methods. Category III: Security Operations Support Services. Perform a wide range of operational support services in the physical, information technology and installation/facility arenas to assist agencies in meeting their security responsibilities. Example of areas of support envisioned include: - Ancillary Services relating to Security/Facility Management Systems that includes the movement, install/re-install, and/or maintenance of control, warning and detection type systems. - Provide a wide range of security operations support services involving document security including working in secure, classified areas and facilities. - Provide translation services for written, electronic and multi-media material for the purposes of determining the level of classification, sensitivity, and disposition. -Provide a full range of surveillance services including conducting operations, counter surveillance operations and analysis, attack and incident analysis, surveillance detection analysis and advisory services. - Conduct Firearms Range Operations providing a full range of services involving the safe and effective operation of a variety of firing exercises. - Provide a variety of security support personnel for events, ceremonies, or other similar activities. Category IV: Armed & Unarmed Guard Services: Provide Armed & Unarmed Security Officers. Officers may be deployed at fixed posts, roving patrols, or vehicle patrols. Provide skilled contractor personnel, such as receptionists, screeners, escorts, and security monitors who maintain observation of visitors, contractors, etc. who lack appropriate clearances, but are temporarily in secured/sensitive facilities. Provide armed & unarmed security personnel for special event security on and off government owned/leased facilities. Provide armed & unarmed security personnel as drivers and transportation escorts for personnel and/or logistics movement. Category V: Personnel Security. Provide a variety of security services related to personnel security functions. Contractor personnel will require the level of security clearance specified in the individual task order. Provide services to support programs designed to ensure the suitability of personnel (applicants, employees, contractors etc.) engaged in sensitive, trust and/or classified positions. Conduct investigations, complete support tasks for adjudication of reports of investigations and develop draft security policy and procedure and carry out implementation tasks. Conduct Pre-Employment Screening including, NACLC, LAC, SSBI, SSBI-PR levels of investigation, updates, special inquiries, and follow up requests. Develop and/or conduct training that results in new investigators receiving investigator credentials that satisfy all Office of Personnel Management requirements. Investigators, investigative technicians, record couriers and case reviewers/closers hold OPM credentials. The anticipated skill descriptions to fulfill the above requirements are as follows: Skill Category A, Physical and Data Security Project Leaders/Security Operations Coordinators/Information System Security Managers: Extensive knowledge required in the major field of specialization. Broad knowledge covering a wide variety of security program areas. Masters degree and 5 years of specialized experience, or bachelor?s degree and 10 years of specialized experience. 15 years specialized experience can be substituted for the educational requirement. Skill Category B, Physical and Data Security/Safety Specialists, Intelligence Analysts, Analysts & Forensic Analysts: (Levels I, II, and III.) Level B-I: Extremely high level of technical competence and skill. Masters degree and 3 years of specialized experience, or bachelor?s degree and 5 years of specialized experience and extensive knowledge of latest trends and developments in the area of expertise. 10 years of specialized experience may be substituted for the educational requirement. Level B-II: High level of technical competence and skill. Masters or bachelor?s degree and 3 years specialized experience and in-depth knowledge of latest trends and developments in area of expertise. 5 years specialized experience can be substituted for the education requirement. Level B-III: Good working knowledge in the particular field of specialization. Masters or Bachelors degree with 1 year of specialized experience. 3 years of specialized experience may be substituted for the education requirement. Skill Category C, Physical and Data Security Technicians, Safety Officer, Technical Surveillance/Countermeasures Technician (Levels I, II, and III.) Level C-I: Detailed working knowledge in the area of specialization coupled with an overall working knowledge of related programs. Masters or Bachelors degree with 3 years of experience 8 years of specialized experience may be substituted for the educational requirement. Level C-II: Good working knowledge in the area of specialization coupled with an overall working knowledge of related areas. Masters or bachelors degree with 2 years of specialized experience or 5 years of specialized experience. Level C-III: Working knowledge in the area of specialization. Bachelor?s degree or 3 years of specialized experience. Skill Category D, Security Services Assistant: General knowledge of administrative practices in support of a security related office environment. Office automation skills required. Associates degree or 3 years of experience. Skill Category E, Security Clerk, Monitor, Escort, Screener and Drivers: Knowledge of security support functions in a security related office environment. Office automation skills required to fulfill task order requirements. Licensed as required to fulfill the task order. Three years of related experience. Skill Category F, Secure Document Translators: Must be certified in the required language. Required certification must be from an accredited source or institution. Skill Category G, Instructional Support Specialist: Levels I & II.) Level I: Thorough knowledge and understanding of instructional system design and complete working knowledge of functional experience. Must have minimum of 3 years experience in functional security areas and 3 years of experience in developing and administering training programs. Bachelor?s degree is required. An additional 5 years of training experience can be substituted for the education requirement. Level II: Working knowledge and office equipment skills to support the development of a full range of training materials and aids. Bachelors degree is required that includes substantial course work in adult education related subjects. 5 years of experience in the training support arena may be substituted for the education requirement. Skill Category H, Technical and Operational Security Instructors: Levels I & II. Level I: Must have expert level of knowledge in the specific security disciplines to be taught. Must have at least 5 years of specialized experience and 2 years instructing experience. Bachelor?s degree is required. Certification by a professional security organization in the field of specialization, plus an additional 3 years of experience may be substituted for the educational requirement. Level II: At least three years of general experience plus two years of specialized experience delivering instruction in operational areas such as firearms training, explosive ordnance device recognition and search techniques, surveillance techniques, etc. Skill Category I, Instructional Support Assistant: Thorough knowledge of instructional support processes. Skill Category J, Guards: Levels I and II. Guard Supervisors. Level I: High school or equivalent education. Fully licensed to fulfill the task order. Ability to read, write and speak English fluently. Level II: High school or equivalent education plus a minimum of two years experience. Fully licensed to fulfill the task order. Ability to read, write and speak English fluently. Supervisor: Meet the guard minimums plus an Associate Level Degree with 3 years experience or 6 years of experience. In order to make a reasonable determination of the capabilities and intentions of the small business community to perform these requirements, please provide us with the following information within 14 days of this request: 1. The name and location of your company, contact information, and identify the socio-economic classifications of your firm or teaming arrangement as one or more of the following: 1) small business; 2) 8(a) firm; 3) HubZone certified; 4) service-disabled veteran-owned small business. This should be listed as you would anticipate certifying on any response to a solicitation for these services in accordance with typical certifications and representations included in Government solicitations. Anticipated NAICS codes and current size standard for the categories are as follows: Category I: Security Consulting Services 541690 $6,000,000.00 Category II: Security Operational Support Services 541690 $6,000,000.00 Category III: Physical Security Operations Support 541690 $6,000,000.00 IT Security Operations Support Services 541519 $21,000,000.00 Category IV Armed and Unarmed Guard Services 561612 $10,500,000.00 Category V Personnel Security 561320 $11,500,000.00 Note: If only one solicitation is released for all these services the anticipated NAICS code would be 561320 with a size standard of $11,500,000.00. 2. Provide information that indicates your firm?(s) capabilities in relation to the requirement(s) you are expressing an interest in. Separate capability statements must be made for each category of service for which you are expressing interest. You must state your capabilities in relation to the volume and scope depicted below for each category of service. Multiple awards are anticipated in each category. Therefore, the information provided in paragraphs a through d below is an annual projection that will most likely be spread across awardees. Competition will occur at the task order level so there is no guarantee that the numbers below will be evenly spread across all awardees. Responses should describe similar projects undertaken or completed that demonstrate your capabilities to achieve the volume and scope of services anticipated under this contract or should demonstrate your ability to perform potential requirements of this volume and scope whether on your own or through teaming arrangements, Mentor-Prot?g? agreements or other types of Joint-Venture arrangements. a. Annual Projected Business Volume Capability: State your capability to fulfill the annual business volume considering the number of task orders anticipated, in each service category as depicted below. Category I: $2m Category II: $69m Category III: $8m Category IV: $20m Category V: $1m b. Geographic Scope: State your capability to meet the geographic scope for each service category as depicted below. (National is defined as coverage of at least 37 states) Category I: National Category II: National Category III: National Category IV: 3 state minimum Category V: National c. Task Order Volume: State your capability to handle the volume of individual task orders anticipated in each service category as depicted below. Responses must include the number of current staff available, and or how you would staff-up to manage these volumes. You should also list your firm?s experience with projects of this scope. If the response planned includes joint ventures or teaming arrangements, these must be described in detail so as to demonstrate the ability to meet our volume requirements. You should state your capability to administratively handle the volume of task orders anticipated, including invoicing and billing skills commensurate with this volume. Include information relative to the business infrastructure, financial resources and support systems to meet the invoice and billing requirements. Category I: 150 Category II: 3000 Category III: 300 Category IV: 1000 Category V: 150 d. Ability to fulfill skill description volumes in Category II and IV as depicted below Category II: Skill descriptions A,B,C: estimated at 4,000 contractor employees performing tasks annually Category IV: Skill descriptions J: estimated at 1,000 contractor employees performing tasks annually State the number of staff available for assignments, and or your staff-up plan and the type of any clearances currently held. State the recruiting and retention plans and timeframes that would be used to fulfill task orders over and above current staff resources. Describe the management practices that would be employed to ensure all requirements are fulfilled in a technically compliant and timely manner and to manage services on the specified geographic basis. Describe specifically how you would provide supervision at the customer sites. The name and contact information for customers, current or previous, for which you or your team have provided services similar in size and scope to the ones that we require. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable). In addition to the above, if you intend on proposing on any solicitations released for these services please state such intentions in your response. Such intentions will not be considered affirmative unless a capabilities overview as requested herein is included. No other information regarding this requirement will be provided at this time.
