- GSA, FSS intends to establish a ?not to exceed? one-year Standing Price Quote (SPQ) for National Stock Number (NSN) 5120 00 650 7830. This NSN is part of GSA?s Stock Program, and will be included in an upcoming formal solicitation to be issued within the next few months. All offers for this SPQ are to be FOB destination. In addition to the normal clauses that apply to GSA stock tool orders, the following clauses also apply; 552.225-70 Notice of Procurement Restriction ? Hand or Measuring Tools or Stainless Steel Flatware, D-FSS-475 Bar Coding and 552.246-70 Source Inspection applies, D-FSS-468 Non-Manufactured Wood Package Material to European Union (Nov 2001). Award will be based on price and deliver (DARO). The quantity of 800 is an estimate based on the last three years usage. For questions please contact Celeste R. Gorman at 816 926 2438. The Government will make award to the responsible offeror whose offer, conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Delivery, and Price. Past Performance will be based on information obtained by GSA?s Administrative Contracting Office in Chicago IL. Any offeror within the competitive range and has not previously performed work with GSA, (therefore does not have a performance history with GSA), will be given the opportunity to provide references that will verify their ability to perform. Past Performance and Delivery when combined are significantly more important than price. Where proposals are determined to be essentially equal the award will be made to the contractor submitting the lowest price.
