- The United States General Services Administration (GSA), Federal Supply Service Pacific Rim is requesting Statement of Capabilities and/or White Papers (if readily available) from companies that are able to provide Professional Services in support of the Special Investigation Branch of our potential client, the U.S. Air Force. The Professional Services Support functions will consist the following: 1) Program Management and Support Services which includes a) Financial, b) Acquisitions, c) Legal, d) Personnel, e) Logistics, and f) Program Management; 2) Publication and Web Management which includes a) Technical editing of briefings, presentations, and other deliverables, and b) Web management for creating, maintaining, and operating websites; 3) Data Mining Support and Analysis which includes a) Data mining engineering and analysis support for crime detection, counterintelligence, and force protection, and b) Intelligence data analysis of foreign intelligence service threats; 4) Analytical Management and Analysis Support which includes planning, developing and implementing counterintelligence systems, research and technology protection, infrastructure protection, and information analysis and operations; 5) Cyber Crime and Computer Forensic Support and Analysis which includes a) Electronic media forensic examination, b) Intrusion intelligence analyses, c) Electronic media research engineering, and d) Technical monitoring; 6) Technical Service Support and Analysis; 7) Surveillance and Counter Surveillance Support which includes developing, managing, and executing surveillance operations plans for antiterrorism/criminal investigation threats; 8) Linguist Support to include translation and interpretation of verbal and written communications between U.S. Government personnel and host nation counterparts. (The services will be conducted in a highly classified, secure environment, on a time schedule to support U.S. Government operations worldwide.) This Request for Information (RFI) is issued solely for information purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to a contract. Further, GSA is not seeking proposals, and will not accept unsolicited proposals or cost and pricing data. Industry organizations are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the industry organization. Industry organizations participating in this effort should submit their Statement of Capabilities and/or White Papers and other supporting materials electronically to the e-mail address provided below. All submissions will be treated as business confidential material, become Government property, and will not be returned. E-mail responses requested by Monday, February 28, 2005 at 12:00 pm Pacific Time.
