- NASA/GSFC plans to issue an RFP for a Roofing Management Program at its Greenbelt, MD center. This procurement is a Competitive Small Business Administration (SBA) Section 8(a) set-aside. The resultant contract will be a combined FFP Service and FFP-IDIQ Construction contract that will establish a multi-component Roofing Management Program. The FFP Service portion will require the contractor to implement and maintain a Roof Database Management System and a Roof Preventative Maintenance Program at GSFC. Under the FFP-IDIQ Construction portion, task orders will be issued for Roof Leak Response and Repair and for Roof Upgrades, Restorations, and Section Replacements. The services to be provided under the contract will encompass GSFC facilities located at the Greenbelt, MD center totaling approximately 33 major buildings, 200 minor buildings and 1.8 million square feet of roofs of various types, predominantly modified bituminous and built-up, with some CSPE (Hypalon), metal and shingle roofs. The order of magnitude for the procurement, for the construction work only, is between $5,000,000 and $10,000,000 and the performance period, and effective ordering period for task orders, will be for five years from date of contract award. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 238160 and $12 Milion, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about March 17, 2005 with an anticipated offer due date of on or about April 20, 2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
