Description

Project Title & Location: Owyhee Indian Health Service (IHS) Hospital Fire Alarm Retrofit, Owyhee, Nevada, Elko County. The purpose of this competitive solicitation is to select a firm to provide all materials and labor for the design, engineering and installation of a new automatic fire alarm system to protect all portions of the Owyhee Community Health Facility located in Owyhee, NV. Owyhee is located approximately 95 miles north of Elko, NV, on state route 225 and approximately 94 miles south of Mountain Home, ID, on state route 51. The Owyhee Community Health Facility is a two-story building that includes a main hospital level, a lower administration level and central plant out building. Provide and install a new fire alarm system as described in the specifications, and in accordance with the requirements of NFPA 72, the local authority having jurisdiction requirements, and these specifications. Davis Bacon Wage Determination rates are in effect for Elko County. This procurement will be conducted under NAICS 238210. The size standard for this NAICS code is $12 million. The estimated project size is between $25,000 and $100,000. Period of performance is 60 calendar days. A pre-proposal conference is tentively scheduled for 10 August 2004 at the Owyhee community hospital. The specific time and location will be identified in the RFP. This procurement is set aside under the Small Business Competitiveness Demonstration Program, FAR Part 19, and unrestricted competition. Firms should submit their complete qualifications, as Past Performance, Key Personnel and Submittals are 60% of the award value. Price is 40% of the award value. IHS intends to evaluate proposals and make award without discussions (15.306(a)(3)). Offerors should present their best and final pricing at the time of submission.
