Description
THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. The U.S. Department of Homeland Security, United States Coast Guard (USCG) issues this RFI regarding swimsuits for market research, informational and planning purposes only. The USCG is searching for information from vendors and/or manufacturers who are capable of providing swimsuits in a two piece design known as a tankini style. The swimsuit will be part of the recruit training uniform for all military USCG female personnel. The top shall have a full front liner with an attached foam support cup with under bust elastic. The brief shall have a full front liner panel, a one-inch elastic encased waistband and 3/8 inch elastic encased leg openings. The front and back joining seams (side seams) of the top and brief shall be overedge safety stitched (514) with 12-14 stitches per inch. The swimsuit shall be manufactured in the following sizes: TOP BUST SIZES: 30, 32, 34, 36, 38, 40, 42, 44, and 46 and BRIEF HIP SIZES 30-32, 32-34, 34-36, 36-38, 38-40, 40-42, 42-44, 44-46, 46-48. The anticipated required quantity will be 1,000 tops and 1,000 bottoms in various sizes for each year of the prospective five-year contract. The material shall consist of a 5.75+/-0.25 ounce per sq. yd. tricot stitch warp knit fabric composed of 85% 40 denier bright nylon 66 and 15% 54 denier chlorine resistant Lycra T-257B spandex and shall not contain additives composed of zinc or aluminum. The cloth shall have a finished width of 60 inches. The fabric shall be navy blue. The swimsuit?s fabric and content must conform to the standards of ASTM D3787, American Association of Textile Chemists and Colorists (AATCC) Method 135, AATCC Method 61, AATCC Method 8, AATCC Method 107, AATCC Method 15, AATCC Method 106, AATCC Method 129 and AATCC Method 16. If and when a Request for Proposal is issued, offerors may be required to submit two Product Demonstration Models (PDM) which shall be the actual swimsuits they intend to produce. The PDM will be analyzed and tested by the Government for compliance. Respondents interested in pursuing this work for the USCG are invited to submit information which briefly describes their company?s (a) capabilities, (b) standard product lines including swimsuits customarily available to their commercial customers (c) catalogs and brochures as they relate to this requirement, (d) and any other information that its company feels is pertinent to this acquisition. The USCG is also interested in your response to the following: Please indicate if you believe the ?tankini? is a non-developmental item as defined as follows: (1) Any previously developed item of supply used exclusively for governmental purposes by a Federal agency, a State or local government, or a foreign government with which the United States has a mutual defense cooperation agreement; (2) Any item described in paragraph (1) of this definition that requires only minor modification or modifications of a type customarily available in the commercial marketplace in order to meet the requirements of the procuring department or agency; or (3) Any item of supply being produced that does not meet the requirements of paragraphs (1) or (2) solely because the item is not yet in use. Please explain why you believe it is a non-developmental item or is not. Please indicate if you believe the ?tankini? swimsuit is a commercial item or modified commercial item as defined at FAR 2.101(found at http:www.arnet.gov.) Please explain why or why not. In addition, firms who wish to respond to this RFI shall include their business size in accordance with NAICS Code 315999. There is no bid package or solicitation document associated with this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor?s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
