Description
Direct Reports, United States (USCG), Commander (fcp-3) Maintenance and Logistics Command Atlantic, intends to issue An Indefinite Delivery Requirements type contract with a Firm Fixed Unit Price for a base and 4 option periods. STATEMENT OF WORK 1.0 GENERAL. 1.1 Scope. The purpose of this Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is to obtain Contractor fixed prices and warranty for logistics support of the Coast Guard?s Differential Global Positioning System (DGPS) (V) 1 Maritime standard backup battery. Battery and other contract line item numbered (CLIN) product specifications are detailed in succeeding paragraphs. 1.2 Background. Command and Control Engineering Center (C2CEN) Portsmouth is responsible for developing system wide policy, standards, and lifecycle support for the DGPS (V) 1 Maritime system installed and operating throughout the Contiguous United States, including Hawaii, Alaska, and Puerto Rico. Included in each DGPS (V) 1 system are 12 12VDC Battery Council International (BCI) Group 8D Sealed Lead Acid (SLA) Gel-Cell batteries connected in series, providing 24-hour continuous backup electrical power to DGPS Equipment Shelters. 51 DGPS (V) 1 Maritime sites collectively use 612 backup batteries. As batteries fail in the field due to age or other factors, the Coast Guard desires a means to rapidly purchase and transport replacement batteries utilizing just in time methodology. Due to new battery SLA technologies, the Coast Guard requires the option to purchase Absorbed Glass Mat (AGM) BCI Group 8D batteries as needed during the life of the contract. Therefore, the Coast Guard requires a contractual vehicle to conform to the requirements and specifications outlined herein, to include GEL-Cell and AGM style BCI Group 8D batteries and associated cables as noted herein. 1.3 Contractor Personnel. 1.3.1 Project Manager. The Contractor shall provide a Project Manager (PM) who shall be responsible for all Contractor work performed under this contract. 1.3.1.1 The Project Manager shall be a single point of contact for the Contracting Officer (CO) and the Contracting Officer?s Technical Representative (COTR). The name of PM, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the PM, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The PM and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the PM without prior approval from the CO. 1.3.1.2 The PM shall be available to the COTR via telephone between the hours of 0800 and 1600 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical or contractual problems within 4 hours of notification. 1.3.2 Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements specified in purchase orders awarded under this CONTRACT. All Contractor employees supporting purchase orders under this CONTRACT shall also be citizens or legal residents of the United States. 1.3.3 Employee Identification. Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the Contractor name, the employee?s photo, and name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. 1.3.3.1 Contractor employees working on-site at Government facilities shall wear a Government issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display the Government issued badge in plain view above the waist at all times. 1.3.4 Employee Conduct. Contractor?s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, ?off limits? areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security or the U.S. Coast Guard. 1.3.5 Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from U.S. Coast Guard facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under any task order awarded under this contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee. 1.3.6 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest. 1.4 Key Personnel. Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without written consent from the Contracting Officer. The Government may designate additional Contractor personnel as Key in each task order awarded under this contract. 1.5 Security. None 1.6 Period Of Performance. The period of performance for this contract is one (1) year from the date of award with four (4) one-year options. 1.7 Place Of Performance. The primary place of performance will be the Contractor?s facilities. 1.8 Hours Of Operation. As designated by the Contractor. 1.9 Travel. As detailed by Para. 1.10. 1.10 Kick-Off Meeting. A Kick-Off meeting shall occur within one week of the award of the contract. Attendance by the following personnel is mandatory: the CO, COTR, TA, and Contractor?s PM. Other Contractor or Government representatives may attend at either the CO?s or PM?s discretion. The purpose of the Kick-Off meeting is to review the Contract terms, requirements, definitions, and other performance criteria. Any and all ambiguous or un-clear contract terms shall be addressed and made clear to all principle parties. The Government and Contractor shall sign appropriate documents at this meeting. The Kick-Off meeting shall occur at a Government Facility to be determined and announced by the CO, in either Norfolk, Virginia or Portsmouth, Virginia. The Contractor shall incur their own travel and lodging expenses to attend the Kick-Off meeting. 1.11 Warranty. The contractor shall warranty their products for full replacement at their expense including all related shipping costs of the defective and replacement product(s) should the product(s) fail to perform according to the specifications listed herein within the first year of use due to product defects developed during production, and not due to proper use of the product(s) as specified by the Contractor and followed by the Coast Guard. The one-year warranty begins upon receipt of the purchased product(s) by an authorized Coast Guard representative. 1.12 Pricing, Discounts, Recycling Requirements. The Contractor shall provide fixed purchase costs of both BCI Group 8D SLA Gel-Cell and AGM style batteries with a discounted price of the same batteries to reflect a recycled turn-in failed battery of identical style and BCI Group. The Contractor agrees to recycle failed DGPS (V)1 backup BCI Group 8D SLA batteries for the Coast Guard. Therefore, the Contractor shall provide fixed prices for the noted batteries with and without a failed turn-in battery. The Coast Guard agrees to fund shipping costs of new and failed turn-in batteries. 1.13 Battery Cables. The Contractor shall provide fixed purchase costs for a set of 11 battery IDIQ cables the Contractor shall provide as Commercial Off the Shelf (COTS) products, or that can be manufactured within 5 working days upon receipt of a Coast Guard Purchase Order for purchase by the Coast Guard at their option through the life of this contract and all option years exercised. Each set of 11 battery cables is used to interconnect 12 each of either the BCI Group 8D Gel or AGM batteries (all 12 GEL or all 12 AGM batteries only. Not a mix of Gel and AGM together) together in series. The set of 11 cables shall consist of the following cable lengths: 6 each @ 12? 3 each @ 18.5? 2 each @ 40? All cables shall be 9/16? (.5625 decimal, or 14.2875 mm) diameter, copper stranded with low smoke insulated jacket, and will be terminated at both ends with S.A.E. Post automotive style female connectors. Connectors shall be permanently attached by the Contractor to each end of each cable (per each set of 11 cables) with the following characteristics. One connector at the end of each cable shall have an S.A.E. Post automotive style female connector to be mated to a 5/8? tapered S.A.E. Post automotive style negative battery male terminal. The other end of each cable shall have an SAE automotive style female connector to be mated to an 11/16? tapered S.A.E. Post automotive style positive battery male terminal. Both female connector ends shall be tightened by a square headed bolt and square headed nut standard with automotive style battery connectors. The battery cable connectors shall conform to the battery terminal specifications regarding terminal taper and terminal height as noted in para. 5.1 and 5.2 (S.A.E. Post automotive battery terminal standards). 1.14 Material Safety Data Sheet (MSDS) Requirements. The Contractor shall provide one MSDS sheet, identifying OSHA required safety information related to the appropriate BCI Group 8D Gel-Cell or AGM SLA battery, with each battery purchased by the Coast Guard through the life of this contract and all option years exercised. 2.0 GOVERNMENT TERMS & DEFINITIONS. 2.1 BCI ? Valve-Regulated Lead-Acid 2.14 VDC ? Voltage Direct Current 3.0 GOVERNMENT FURNISHED PROPERTY (GFP) 3.1 The Government shall be responsible to fund all associated shipping costs related to failed turn-in batteries (GFP) shipped to the contractor for recycling and as pre-requisite for discount pricing of new replacement batteries (one for each turned-in failed battery). 4.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all products, materials, and MSDS?s necessary to fulfill the requirements of purchase orders awarded under this contract. 4.1 The Contractor shall provide their own digital camera, at their own expense, to comply with Para. 7.0. 4.2 The Contractor shall provide their price, pictures, and drawings (see Para. 7.0) via digital media. Photographs shall be in .jpg format and shall be e-mailed to the CO. Computer Aided Design (CAD) graphic drawings of batteries and battery cables shall be in AutoCAD vs. 7.0 or newer, and shall be e-mailed to the CO. Battery and cable specifications can also be in Adobe Acrobat portable document format (pdf) at the Contractor?s discretion, and shall be e-mailed to the CO. Price deliverables shall be in Microsoft Word, Microsoft Excel, or Adobe Acrobat pdf format, and shall be e-mailed to the CO. 5.0 BATTERY TECHNICAL SPECIFICATIONS. 5.1 BCI Group 8D SLA Gel-Cell Battery Specifications. The BCI Group 8D SLA Gel-Cell battery shall conform to or exceed BCI standards regarding Valve-Regulated lead-Acid (VRLA) SLA batteries related to the Gel-Cell type. The Gel-Cell battery shall have the following physical characteristics: The batteries shall be rechargeable, maintenance free, have deep cycling performance, suitable for continuous and cyclic operation, and have protection from electrolyte spillage. The battery shall not produce corrosive fumes and shall not require special venting. The battery shall be a dry sealed lead acid maintenance free battery, capable of air shipment via FedEx or UPS, or any other reputable shipping vendor, without special restrictions. Length shall be no more than 20.75 inches; Width shall be no more than 11.125 inches; Height shall be no more than 10.6 inches; Weight shall be no more than 165 lbs. The battery terminals shall be of the S.A.E. Post standard used with automobile storage batteries. The battery terminals shall be mounted to the top of the battery near one end of the narrowest width of the battery, which shall be considered the front. While facing the front of the battery, the negative terminal shall be to the left front corner, and the positive terminal to the right front corner. The negative battery terminal shall be 5/8 inch in diameter. The positive terminal shall be 11/16 inch in diameter. Both terminals shall taper with the following ratio of 1:9, and shall be 5/8 of an inch tall. The negative and positive battery terminals shall be no more than 5 inches from center to center of each terminal. The battery shall have a nominal Ampere-hour Capacity at 20 hours of no less than 225. The battery shall have a Cold Cranking Amp rating, at 0 degrees Fahrenheit, of no less than 1265. The battery shall have a Cranking Amp rating, at 32 degrees Fahrenheit, of no less than 1615. The battery shall have a ?minutes of discharge at 25 amps? rating of no less than 500 at 80 degrees Fahrenheit. The battery shall have a Reserve Capacity rating, at 80 degrees Fahrenheit, of no less than 475. The battery shall be a 2-volt direct current (VDC) per cell, six-cell battery; the battery shall provide 12VDC measured between the negative and positive terminals. The batteries shall be compatible with current limited/constant voltage chargers with fast / taper charge capability. The minimum and maximum charging voltage characteristics shall comply with BCI standards for a 12VDC BCI Group 8D SLA Gel-Cell battery: between 13.8 and 14.1 VDC at 68 degrees Fahrenheit. 5.2 BCI Group 8D SLA AGM Battery Specifications. The BCI Group 8D SLA AGM battery shall conform to or exceed BCI standards regarding Valve-Regulated Lead-Acid (VRLA) SLA batteries related to the AGM type. The AGM battery shall have the following physical characteristics: The batteries shall be rechargeable, maintenance free, have deep cycling performance, suitable for continuous and cyclic operation, and have protection from electrolyte spillage. The battery shall not produce corrosive fumes and shall not require special venting. The battery shall be a dry sealed lead acid maintenance free battery, capable of air shipment via FedEx or UPS, or any other reputable shipping vendor, without special restrictions. The battery shall have a Reserve Capacity rating, at 80 degrees Fahrenheit, of no less than 480. The battery shall be a 2-volt direct current (VDC) per cell, six-cell battery; the battery shall provide 12VDC measured between the negative and positive terminals. The batteries shall be compatible with current limited/constant voltage chargers with fast / taper charge capability The minimum and maximum charging voltage characteristics shall comply with BCI standards for a 12VDC BCI Group 8D SLA AGM battery: between 14.4 and 14.6 VDC at 68 degrees Fahrenheit. 5.3 Technical Assistance. The Contractor shall provide telephone technical assistance to Coast Guard representatives as needed between the hours of 0800 and 1600 EST, Monday through Friday. 6.0 REFERENCES. 6.1 2004 BCI Electronic Databook 6.2 SAE J537 - Automotive Standards (regarding battery terminals). 6.3 SAE J2185 - Life Test for Heavy-Duty Storage Batteries. 6.4 SAE J240 - Life Test for Automotive Storage Batteries. 6.5 SAE J930 - Storage Batteries for Off-Road Work Machines 7.0 DELIVERABLES. The Contractor shall provide an IDIQ fixed price list for BCI Group 8D SLA Gel-Cell and AGM batteries meeting the specifications listed herein. The Contractor?s fixed price lists shall include separate purchase costs for each type battery with and without equivalent turn-in battery as noted herein, which shall reflect consideration for the total number of Coast Guard DGPS (V)1 batteries installed throughout the United States, including Hawaii, Alaska, and Puerto Rico, and will reflect the Warranty terms and recycling requirements noted herein. The Contractor shall also provide an IDIQ fixed price for the set of 11 interconnecting battery cables meeting the specifications as noted herein. Included in the Contractor price proposal shall be one copy each, in electronic or digital format, of digital photographs (2 megapixel photo or larger) showing front, side, and top views of both the GEL and AGM batteries, and of the set of 11 battery cables, clearly showing connectors at both ends. Also, the Contractor shall provide one set of electronic or digital format graphic drawings of the batteries and cables with connectors, showing dimensions, and other specifications of each. The Contractor shall provide their own digital camera at their own expense. A document in Microsoft Word shall accompany the Contractor?s proposal citing the brand, model and megapixel rating of the digital and AutoCAD version used to produce digital media (photos and drawings). (See paragraphs. 4.0, 4.1 and 4.2.). This procurement will be awarded utilizing full and open competition. The award of this contract will be conducted based on Past Performance, Technical and Price. Delivery will be FOB Origin to point within the United States or its possessions. The solicitation is an Request Fro Proposal (RFQ) and will be available no later than March 21, 2005 at the link provided in this notice. The anticipated award date is 1 April 2005. Hard copies of this solicitation would not be available. Digitized drawings and Military Specifications and Standards may be retrieved, or ordered, electronically. All responsible sources may submit a quote, which, if timely received, will be considered.
