- SOW REV DATE: 14FEB05 Pre/Initial Award RECORD NUMBER: 1010 START: OOA 22 FEB 05 COMPLETE: Before 21 MAR 05 PROJECT TITLE: Local VHF transceiver installation - Marine Safety Unit (MSU) Lake Charles, LA BACKGROUND MSU Lake Charles is relocating to the second floor of the Bank One located in Lake Charles, LA. The new building is a 10 story structure. This move will give MSU Lake Charles additional space for rapidly growing manpower. The United States Coast Guard has approved a new lease and the General Services Administration reported a tentative move-in date scheduled for the beginning of March 21, 2005. SCOPE: The contractor shall provide all necessary materials and services to accomplish the work described herein except those items identified as Government Furnished Property. All work must be completed by 21MAR05. The actual transfer of the GFE from the old location to the new location will occur on 18MAR05. When the installation is completed, the contractor shall perform acceptance testing. All cable and conduit lengths specified in the Description of Work section are approximate. Contractor shall determine true lengths and provide material and labor required. 1. PLACE OF PERFORMANCE: Bank One Building, Lake Charles, LA 2. REFERENCES: a. GENERAL REQUIREMENTS 5.1 Perform Site survey to include possible installation of cableway from second floor telecom closet to the roof. 5.2 Perform Operational testing of the MCX-1000 at the existing location for MSU Lake Charles. Testing must be accomplished in presence of Coast Guard personnel. Address is 150 Marine Street, Lake Charles, LA 5.3 Deinstall MCX-1000 from its current location. 5.4 Transport MCX-1000 for installation at new location 5.5 At new location: Install 7/8 inch LDF5-50A foam dielectric heliax transmission cable from JOOD reception area to roof of the building utilizing pathway through RM 253. 5.6 Install connectors. 5.7 Install a short pigtail utilizing RG-214 cable with PL-259 female connector (radio side) on one end and N type connector (heliax side) on the other end. 5.8 Install a Metz Manta-6 VHF whip antenna with bracket on the building?s roof. 5.9 Install heliax transmission line via RG-214 pigtail to Metz antenna if necessary. 5.10 Install industry standard lighting protection for the antenna system. 5.11 Test all cabling installed. Contractor is responsible to give advance notification of any testing. Contractor is responsible for submitting a test plan and test results. 5.12 Install MCX-1000 on desk in JOOD reception area. 5.13 Upon completion of all installation the contractor shall compile all the available information and develop as built drawings. Three copies each of the drawings shall be provided to the Coast Guard. 5.14 Deinstall comtegra VHF site controller from old location 5.15 Reinstall comtegra VHF site controller at JOOD reception area at new location. 6. GOVERNMENT FURNISHED PROPERTY (GFE) 6.1 MCX-1000 VHF Transceiver 6.2 MCX-1000 remote head. 6.3 Power Supply 7. CONTRACTOR ACQUIRED PROPERTY (CAP) The contractor is required to acquire and stage all materials for this project. Any material (minus appropriate consumables) remaining after the task is complete is to be considered at the discretion of the government. The contractor shall advise the government of the status of materials and the government will advise the contractor of follow on disposition. 8. TRANSPORTATION OF EQUIPMENT/MATERIAL 8.1 The contractor is responsible for the transportation of all CAP equipment and material and is authorized to do so. The contractor will ship deliverable documents to stakeholders as assigned. 9. DATA DELIVERABLES All data deliverables will be in a format consistent with CG SWIII applications. ESU currently uses Microsoft product line and AUTOCAD for drawings. Contractor can expect multiple revisions of complex deliverables (expect minimum of 3). Exact format and number of copies will be determined prior to delivery. 9.1 A001 Status reports ? provided on an as needed basis and monthly at a minimum. Format to be determined. Status reports can be soft copy via e-mail unless otherwise stated. This covers daily, weekly, monthly, etc. reports. On site time for detailed site survey and install requires daily reports unless otherwise stated. 9.2 A002 Trip Reports/Meeting minutes ? provided for each trip or meeting. Format will be provided. Soft copies via e-mail are preferred unless otherwise stated. 9.3 A003 Installation Design Plan/Base Electronics Support Engineering Plan (BESEP) ? provided as tasked. Format to be determined. Expect soft and hard copies (five each) per IDP. 9.4 A004 Survey plans, checklists ? provided as tasked. Format to be determined. Expect hard and softy copies (five each) per task. 9.5 A005 Drawings ? provided as tasked in various formats. May be part of IDP. Redlines require 4 copies both hard and soft. 9.6 A006 Test plans, acceptance plans/reports ? To be provided as tasked. Format TBD. Expect hard and soft copies (4ea). 10. SUB-CONTRACTING REQUIREMENTS At the discretion of the contractor 11. ACCEPTANCE PLAN The Contractor shall conduct testing and acceptance with a designated TA. Any testing not witnessed by a TA is subject to disqualification. The actual acceptance plan will be developed by the Contractor and reviewed by the TA.
